Resumo
Este estudo teve por objetivo pesquisar, compreender e estudar os instrumentos essenciais à boa prática na intervenção no edificado antigo com valor arquitetónico e histórico, que pontua as nossas cidades, abordando especialmente o núcleo antigo de Loures.
A proposta de metodologia, apresentada neste trabalho pretende, de certa forma contribuir para o incremento de uma ampla consciência sobre os desafios que se colocam à reabilitação salientando o potencial do Edifício 4 de Outubro, enquanto referência cultural de Loures. A reabilitação desse edifício contribuirá para a revitalização do núcleo antigo desta cidade, numa perspetiva harmoniosa de sobrevivência dos tempos e retoma vivencial do espaço onde se insere.
O estudo inicia-se com uma abordagem às razões que justificam atualmente a reabilitação urbana e a sua relevância patrimonial e socioeconómica. Analisa aspetos relacionados com os constrangimentos e incentivos, procura estudar a evolução histórica, os conceitos em debate e os instrumentos disponíveis para intervenções de reabilitação arquitetónica em edifícios antigos, nomeadamente a partir da segunda metade do séc. XX, no sentido de contribuir para a análise e debate da problemática relacionada com a qualidade arquitetónica nas intervenções de reabilitação
Seguidamente é apresentado um diagnóstico do objeto de estudo, tendo em consideração o contexto e local onde se insere. Essa avaliação inclui uma análise ao desenvolvimento urbano de Loures, bem como o levantamento pormenorizado de todos os elementos que devem merecer um melhor cuidado no âmbito dos princípios consagrados nas cartas e convenções europeias e ainda levantamento das patologias que pontuam o edifício.
Por último, tendo por base a informação recolhida e analisada apresentam-se as conclusões.
The aim of this study was the research, the study and the understanding of the essential implements required for a correct intervention among old buildings with historical and architectural value, which are a regular presence within our cities, taking a special glance at Loures old city center. The proposed methodology presented in this work looks forward to, in a certain way, foment the rise of a wide consciousness about the challenges concerning urban rehabilitation, pointing out the potential of the “4 de Outubro” building as a cultural reference in Loures city. The rehabilitation of that building will make a contribute towards the revitalization of the city´s old center, in a harmonic perspective of time continuity and daily life revival of the space where it belongs. The study begins with an approach on the reasons which nowadays justify the urban rehabilitation and its heritage and socio-economic relevance. It provides an in-depth analysis concerning its constraints and incentives, seeks to research the historical evolution, the concepts into discussion and the available tools from which the architectonic rehabilitation in old buildings can be achieved, especially starting from the second half of the XX century and beyond, with the purpose of providing a contribute for the analysis and discussion of the issues regarding the architectonic quality of rehabilitation works. Consecutively, a case-study diagnosis is presented, taking into account the context and place of its location. That evaluation contains not only an analysis on Loures urban development, as also a detailed survey of all the features that should deserve a special caution within the scope of the established principles laid down on the treaties and European conventions and, at last, an inventory of the pathologies affecting the designated building. Finally, on the basis of the information collected and analysed throughout this study, the relevant conclusions are then presented.
