Resumo
Com a presente investigação, que denominamos Liderança escolar: diferentes olhares - Portugal 2013 pretende-se desenvolver uma pesquisa qualitativa. O objetivo central é o de procurar conhecer diferentes olhares dos atores envolvidos diretamente nas lideranças das escolas públicas portuguesas no ano de 2013, em um momento de alterações introduzidas pelas legislações que transformam as regras relativas à liderança.
As mudanças são políticas e administrativas no âmbito da direção e da gestão, exercendo um papel importante nas conceções dominantes da liderança, desde o processo de candidatura, ao
ato concreto da nomeação do diretor nas escolas públicas portuguesas. Para tanto, buscou-se
literatura referente ao tema da liderança e das teorias administrativas.
Esta pesquisa desenvolveu-se utilizando a metodologia de entrevistas exploratórias aos
participantes envolvidos na conceção e na prática da liderança das escolas. Os atores acima referidos são: o Presidente dos Conselhos de Escola - que também hoje está à frente de uma liderança escolar, um responsável pela educação numa autarquia, professores e ainda pais de alunos de diversos graus de ensino, sendo um deles representante do Conselho Geral. Todos aceitaram participar voluntariamente neste estudo. Para tal, os entrevistados apresentaram
suas respostas com base nos dados escolares do ano de 2013.
Na revisão de literatura, mostramos a história, a origem, os conceitos, as teorias, os tipos de
liderança caracterizados por diversos autores. Destacamos algumas teorias mais marcantes para subsidiar a pesquisa. A metodologia traduziu-se num guião de perguntas, que foi explorada através de entrevistas áudio gravada, com os atores já mencionados.
Os dados recolhidos foram analisados tendo em conta os diversos enquadramentos teóricos de
referência. Tal análise permitiu-nos caracterizar os conceitos, as opiniões e o papel de cada um quanto a gestão e liderança da escola pública.
A pesquisa revela uma predominância de conceitos referentes ao “perfil democrático” com alguns traços de uma “liderança situacional” e outros “autocráticos”. Na conceção dos atores estes estilos de liderança ora adotado, poderá ter resultados comprometedores para aqueles que mais necessitam da escola: “os alunos”.
With the current investigation, we dominate School Leadership in Portugal: different looks Portugal 2013 we pretend to present a quantitative research. The main objective is to know different looks which translate the opinions of different actors directly involved in the leadership of the Portuguese public schools in the year of 2013, in a time of legislative changes which will transform the leadership rules. Those changes are politic and administrative at the leadership and managerial levels, playing a very important role in the leadership conceptions, from the candidature process, all the way to the nomination of the Director of the Portuguese publics schools. For this purpose, was searched literature on leadership and administrative theories. This research was developed through exploratory interviews to individuals directly involved in the conception and who participate actively in school leadership. The above mentioned actors are: the President of the council of the Portuguese schools who is also a leader of a school, a person responsible for education in a municipality, professors, and also parents from students of different grade levels, one of them being the representative of the General council. Everyone accepted to participate in this study voluntarily. For this purpose, all interviewed individuals presented their answers based on the school data of 2013. In the revision of the literature, we show the history, the origin, the concepts, the theories, the different types of leadership characterized by several authors. We emphasize some of the most remarkable theories to subsidize the research. The methodology used was a script of questions explored through recorded audio interviews with the above mentioned actors. The registered data was analyzed taking into consideration various theoretical frameworks of reference. This analysis aloud us to characterize concepts, opinions, and the role of each one in the leadership of the public school. This research demonstrates a concept predominance for the “democratic profile” with some traits of a “situational leadership” and some “autocratic”. In the authors’ conception, the adopted leadership stiles may be translated into compromising results for those who need the school the most: “the students”.
