Práticas socioeducativas e o processo de ressocialização de adolescentes em conflito com a lei nas unidades do CENAM e USIP na cidade de Aracaju/SE

Este trabalho teve como finalidade conhecer a maneira como são desenvolvidas as práticas
pedagógicas e o trabalho voltado à ressocialização dos adolescentes em conflito com a lei, no
atual sistema de punição socioeducativo do CENAM e USIP, na cidade de Aracaju/SE, na
perspectiva dos gestores institucionais, socioeducadores, pedagogos, agentes de segurança,
assistentes sociais e psicólogos. No que se refere ao plano metodológico, a pesquisa seguiu o
referencial de estudo de caso, que se caracteriza como descritivo. Optou-se por um paradigma
qualitativo e, em complementaridade, por um paradigma quantitativo, de forma a alcançar,
com coerência e fundamentação, os objetivos definidos. Fizeram parte da pesquisa 72
funcionários do Centro de Atendimento ao Menor e da Unidade Socioeducativa de Internação
Provisória, o Diretor da Diretoria de Operações e o Diretor Presidente da Fundação Renascer.
Para a coleta de dados junto aos participantes, elegeu-se o questionário que foi construído
para ser aplicado aos funcionários e ainda a entrevista, realizada com os diretores. Procedeuse,
de igual modo, à análise documental do Plano Individual de Atendimento, com o intuito de
caracterizar o perfil do adolescente infrator. Os discursos dos participantes desta pesquisa
retrataram deficiências em relação às estruturas de funcionamento das Unidades, bem como
suas concepções a respeito das medidas socioeducativas visando à reinserção do adolescente
na família e na sociedade. Os resultados do estudo indicaram a necessidade de melhoria nas
instalações físicas das Unidades, a provisão de recursos humanos, pedagógicos e condições
materiais, dentre outros, para o atendimento ao adolescente em conflito com a lei. Por fim,
cabe assinalar que o trabalho desenvolvido nas Unidades de Medidas Socioeducativas integra
uma realidade que a sociedade prefere desconsiderar e não conhecer, ainda que a situação
desses adolescentes exija caminhos e perspectivas que o conduzam a uma transformação.
The purpose of this study was to understand how pedagogical practices are developed and the work aimed at the resocialization of adolescents in conflict with the law, in the current system of social and educational punishment of CENAM and USIP, in the city of Aracaju / SE, from the perspective of managers social workers, pedagogues, security agents, social workers and psychologists. With regard to the methodological plan, the research followed the case study referential, which is characterized as descriptive. We chose a qualitative paradigm and, in complementarity, a quantitative paradigm, in order to achieve, with coherence and foundation, the defined objectives. The survey included 72 employees from the Center for Child Care and the Socio-educational Unit for Temporary Internment, the Director of the Operations Directorate and the President of the Renascer Foundation. For the data collection with the participants, the questionnaire that was constructed to be applied to the employees was chosen, as well as the interview conducted with the directors. The documentary analysis of the Individual Service Plan was also carried out, in order to characterize the profile of the offending adolescent. The discourses of the participants of this research portrayed deficiencies in relation to the units' functioning structures, as well as their conceptions regarding socioeducational measures aimed at the reinsertion of adolescents in the family and society. The results of the study indicated the need for improvement in the physical facilities of the Units, the provision of human resources, pedagogical and material conditions, among others, for the care of adolescents in conflict with the law. Finally, it should be noted that the work carried out in the Units of Socio-educational Measures integrates a reality that society prefers to disregard and not know, even though the situation of these adolescents requires paths and perspectives that lead to a transformation.
