Arquitectura «low cost» em Angola e Portugal: proposta metodológica de um projecto de arquitectura habitacional em Luanda

A introdução do tema da arquitectura «low cost» na prática profissional dos arquitectos e no conhecimento dos requerentes tornou-se provavelmente o conceito mais atrativo, independente da condição financeira do promotor, a possibilidade de ter algo construído de forma económica, mas que cumpra os requisitos de uma arquitectura de qualidade, quer seja do ponto de vista estético, estrutural ou funcional é virtualmente impossível de ignorar.
Esta dissertação debruça-se sobre a dialética entre «low cost» e o local. O choque de realidades díspares como o caso de Portugal e Angola e a sua influência na considerada arquitectura «low cost». A economia, política, clima, geografia, cultura, materiais e mão-de-obra, compõem os factores que serão levados em conta na análise de ambas as realidades e influenciarão a experiência de projectar e orçamentar em ambos os países. Será proposta a experiência de, com base em um projecto arquitectónico habitacional «low cost» português e o tecto orçamental possível para um casal de professores assistentes estagiários de nível universitário, que represente a emergente classe média angolana, tentar atingir os mesmos níveis de qualidade de projecto no panorama angolano. Neste caso de estudo, a experiência será feita desde a fase conceptual até à fase de preparação de obra, assumindo «a priori» que o acto de construir cumprirá cronogramas e restantes peças desenhadas e escritas.

The introduction of the low cost architecture theme into the professional practice of architects and the knowledge sphere of the promoters made it become probably the most attractive concept, independently of the financial condition of the project promoter, the possibility of having something built on a conservative budget yet that fulfills the requisites from an architectural, aesthetical, structural or functional viewpoint is virtually impossible to ignore. The following dissertation leans over the dialectic between the low-cost concept and its relation to the locale. The clash of different realities such as Portugal and Angola’s and its influence on what is considered low-cost architecture. Economy, politics, climate, geography, culture, materials and labor force compose the factores that will be taken into account for the analysis of both realities and therefore how they influence the design process and its budgeting. An experiment will be proposed, based on a Portuguese low-cost architecture project for housing and the affordable budget for a couple of trainee assistant professors at the university level, which represent the Angolan emerging middle-class citizens, to try and fulfill the same levels of project quality in the Angolan panorama. In the following case study, the experiment will be comprehended from the concept stage up to building preparations, assuming a priori that the construction will follow the chronograms and all the drawn concepts.
