A descentralização, os municípios, a educação - o papel das autarquias na descentralização educativa : um estudo de caso

Resumo
Passando a fazer parte do nosso quotidiano, é notório que se tem vindo a assistir ao crescente incremento de novas Políticas Públicas referentes à educação.
Neste âmbito têm sido dinamizados pelos municípios portugueses uma série de projetos com o objetivo de garantir que todas as crianças e alunos têm as mesmas oportunidades, as mesmas condições de acesso e de participação plena e efetiva.
Assim, o presente estudo pretende analisar e avaliar o impacto na comunidade educativa local da implementação das atividades, concretizadas por um município, da área metropolitana do Porto, no quadro da Descentralização de competências, no setor da educação.
O contexto do estudo incidiu sobre um município da área metropolitana do Porto (AMP) e a sua interação com os agrupamentos de escolas e escolas não agrupadas, na implementação de políticas públicas ao nível do prolongamento de horário na educação pré-escolar e das Atividades de Enriquecimento Curricular (AEC), no 1.º ciclo do ensino básico e pela adoção de uma Plataforma de Gestão de Conteúdos como uma ferramenta que gere o serviço dos diferentes agentes implicados na ação educativa.
O presente estudo de caso simples, consubstancia-se na recolha de dados, através de inquéritos por questionário e por entrevista, bem como na análise dos documentos orientadores do município.
Os resultados evidenciam que as atividades empreendidas pelo município potenciam a pertinência e qualidade da intervenção educativa, com impacto nas comunidades educativas locais. Ou seja, os cidadãos estão de acordo com a descentralização de competências do Estado central nos municípios, nomeadamente em matérias educacionais. Por outro lado, pode-se aferir que a implementação do Prolongamento de horário, das AEC, e de uma plataforma digital de conteúdos tem potenciado a coesão territorial, permitindo às famílias uma maior igualdade de oportunidades.
Becoming part of our daily lives, it is notorious that there has been a growing increase in new Public Policies related to education. In this context, a number of projects have been developed by the Portuguese Municipalities in order to ensure that all children and pupils have the same opportunities and conditions of access to education and full and effective participation. This study aims to analyse and evaluate the impact of the implementation of activities carried out by a municipality in the metropolitan area of Porto (AMP) on the local educational community, in the context of the decentralization of competencies in the education sector. The focus of this study is on a municipality in the AMP and its interaction with school clusters and non-clustered schools in implementing public policies for extended hours in pre-school education and Curricular Enrichment Activities (AEC) in the first cycle of primary education, through a Content Management Platform as a tool to manage the service of the educational agents involved. For this single-case study, we have collected data through surveys and interviews, as well as through the analyses of the municipality's guiding documents. The results show that the activities undertaken by the municipality enhanced the relevance and quality of the educational intervention, with a direct impact on the local educational communities. The citizens agree with the decentralization of competencies of the central state in the municipalities, namely in educational matters. On the other hand, the implementation of extended working hours and AEC through a digital content platform has boosted territorial cohesion, providing families with greater equality of opportunities.
