Evolução política e organizacional da educação básica pública no Brasil

Abstract

Esta dissertação apresenta uma investigação sobre a evolução política e organizacional da educação básica pública no Brasil, e teve como objetivo identificar estes avanços a partir da constituição federal de 1988 até o ano de 2014, com a análise histórica do arcabouço legal e da estrutura e funcionamento da educação básica pública. Foi empregado o método qualitativo através de uma pesquisa descritiva. Os procedimentos foram realizados através de pesquisas bibliográficas e documentais, tendo como universo o Sistema Educacional Brasileiro e como amostra a Educação Básica Pública no Brasil. Quanto às análises de conteúdo foram selecionados os temas e agrupados em tópicos da pesquisa e posteriormente abordados de forma descritiva para subsidiar as análises realizadas. Dentre os resultados, identificou-se que a Constituição Federal e a LDBEN foram os marcos legais do sistema educacional, e que o período de maiores avanços na política e organização da educação foram entre os anos 2006 e 2007, também se estendendo para os anos 2010 e 2011, tendo como destaque o PDE como impulsionador das estratégias e políticas públicas e a criação do FUNDEB, Programa Mais Educação e o IDEB como instrumento de monitoramento e avaliação em busca da qualidade da gestão no sistema educacional. Foi possível perceber através desta investigação que houve evolução política e organizacional na educação básica pública no Brasil, no entanto, ainda existem muitos desafios a serem enfrentados e superados, necessários na busca pela qualidade na dos serviços educacionais na gestão pública, para atender as novas demandas sociais e os desafios a elas atrelados.

This work presents an investigation into the political and organizational evolution of public basic education in Brazil, and aimed to identify these advances from the federal constitution of 1988 until the year 2014, with the historical analysis of the legal framework and the structure and functioning public basic education. We used the qualitative method through a descriptive research. The procedures were performed through bibliographic and documentary research, with the universe Sistema and sampled the Public Basic Education in Brazil. As for content analysis and grouped the subjects were selected on the research topics and subsequently addressed in a descriptive way to support the analyzes. Among the results, it was identified that the Federal Constitution and the LDBEN were the legal framework of the educational system, and that the period of greatest advances in policy and organization of education were between 2006 and 2007, also extending for the years 2010 and 2011, with the highlight the PDE as a driver of public strategies and policies and the creation of FUNDEB, More Education Program and the IDEB as monitoring and evaluation instrument in search of quality management in the educational system. It could be observed through this research that there was political and organizational change in public basic education in Brazil, however, there are still many challenges to be faced and overcome, necessary in the search for quality in the educational services in public administration, to meet the new demands social and challenges linked to them.
