A influência do médico-gestor na gestão hospitalar : estudo de caso em um hospital universitário

Resumo
Os hospitais surgiram após o advento do cristianismo as ordens monásticas criaram
espaços físicos para assistir aos enfermos, aos velhos e aos desamparados. Essas
organizações de saúde configuram-se em instituições complexas, em que convivem
projetos políticos bastante diferenciados entre si, influenciando a gestão e
organização do trabalho. O presente trabalho se propôs a investigar qual a influência
do médico no hospital, analisando suas ações e percepções com relação a gestão
de um hospital e o seu nível de influência na organização. Trata-se de um estudo
exploratório-descritivo com abordagem quantitativa e qualitativa. A coleta de dados
foi através de questionários semiestruturados aplicados e avaliados entre 23
médicos gestores que atuam no HUPAA, utilizando erro amostral de 5% (α=0,05),
caracterizando um nível de confiança de 95%. A partir dos resultados constatou-se
que a maioria atua no HU há mais de 15 anos (45%) são do sexo masculino (61%),
idade compreendida entre 46 e 60 anos (52%), têm entre 2 e 3 empregos (37%),
sendo a maior parte na área pública (82%). Acreditam que o hospital deve ser
dirigido por um médico que tenha perfil de liderança e que sua atuação deve ser
feita de forma igualitária na área pública e privada (91,3%). Não entendem os
processos licitatórios (26%), entendem que são os profissionais mais importantes e
diferenciados na organização (61%). Sentem-se clientes do hospital e que sua
estrutura, incluindo as pessoas, deve se adaptar às suas necessidades para
realizarem suas funções com eficácia, pois convive com situações que exigem o
poder de curar e salvar vidas. Portanto, confirmou-se que o hospital é, então, um
lugar de confirmação de poderes/saberes, que tem características próprias que o
distinguem das demais organizações, além das atividades médicas, resultando em
uma estrutura complexa, conflituosa, e que às vezes é marcado por disputas de
espaços e egos.

These health organizations bundle in complex institutions, where political projects coexist quite different from each other, influencing the management and organization of work. This study aimed to investigate the influence of the doctor at the hospital, analyzing their actions and perceptions regarding the management of a hospital and their level of influence in the organization. They believe that the hospital should be directed by a physician who has leadership profile and its performance should be made equally in the private and public sectors (91.3%). Do not understand the bidding process (26%), understand which are the most important professional and differentiated in the organization (61%). Sit hospital customers and their structure, including people, must adapt to their needs to carry out its functions effectively, as lives with situations that require the power to heal and save lives. Therefore, it was confirmed that the hospital is then a place of confirmation of power / knowledge, which has its own characteristics that distinguish it from other organizations, in addition to medical activities, resulting in a complex structure, conflict, and which is sometimes marked by disputes spaces and egos.
