Resumo
Depois de encerrado o período da Guerra Fria entre Estados Unidos e a extinta
União Soviética, época em que, segundo Raymond Aron, a ―Paz era impossível e a
guerra improvável‖, o mundo está a presenciar o surgimento de uma nova Guerra Fria
em que o Ciberterrorismo desempenha o papel principal.
A presente dissertação entitulada ―Ciberterrorismo: A Nova Guerra Fria‖, tem
como objetivo principal elencar as modalidades de terrorismo, definir o conceito de
ciberterrorismo e perceber se trata-se de um mito ou uma realidade.
Face ao objetivo principal, esta dissertação pretende responder as seguintes
perguntas de partida:
- O que é ciberterrorismo?
- Qual a verdadeira dimensão da ameaça do ciberterrorismo?
- A guerra no domínio cibernético é a nova Guerra Fria?
De forma a encontrar as respostas para as questões, no primeiro capítulo é feita
uma contextualização teórica, abordando os conceitos operacionais, designadamente o
terrorismo, as modalidades do terrorismo, o ciberterrorismo, o contra-terrorismo e o
anti-terrorismo. No segundo capítulo, será analisada a evolução do ciberterrorismo,
serão identificados os principais atores e relacionados alguns cases emblemáticos. E,
finalmente, o terceiro capítulo analisa a nova guerra fria, no ambiente cibernético,
travada entre a Rússia e Ucrânia no período entre 2013 e 2022.
Quanto à metodologia, utiliza-se à qualitativa, através de consulta de acervo
publicado.
After the end of the Cold War period between the United States and the extinct Soviet Union, a time when, according to Raymond Aron, ―Peace was impossible and war improbable‖, the world is witnessing the emergence of a new Cold War in which Cyberterrorism plays the leading role. The present dissertation entitled ―Cyberterrorism: The New Cold War‖, has as main objective to list the modalities of terrorism, define the concept of cyberterrorism and understand if it is a myth or a reality. In view of the main objective, this dissertation intends to answer the following starting questions: - What is cyberterrorism? - What is the true dimension of the cyberterrorism threat? - Is the cyber warfare the new Cold War? In order to find the answers to the questions, in the first chapter a theoretical contextualization is made, approaching the operational concepts, namely terrorism, modalities of terrorism, cyberterrorism, counter-terrorism and anti-terrorism. In the second chapter, the evolution of cyberterrorism will be analyzed, the main actors will be identified and some emblematic cases will be listed. And finally, the third chapter analyzes the new cold war, in the cybernetic environment, fought between Russia and Ukraine in the period between 2013 and 2022. As for the methodology, the qualitative method is used, through consultation of published collections.
