Resumo
Com esta tese, procura-se compreender e analisar várias circunstâncias relativas aos
conflitos territoriais entre a Índia e o Paquistão, e como este pode ser resolvido, com base nas
análises prestadas.
São explorados temas contextuais sobre a origem do antagonismo presente, desde as
suas motivações, justificações, os aspetos culturais, étnicos e geográficos, e como estes se
desenvolveram desde as primeiras etapas do conflito até ao seu estado atual.
Os esforços diplomáticos notórios para a resolução do conflito entre a Índia e o
Paquistão serão analisados pelas suas competências relevantes e efeitos significativos, tanto
positivos ou negativos, de modo a identificar os benefícios e as falhas específicas, não só para
compreender o seu impacto e influência no conflito atual, mas como também para contribuir
na elaboração de um processo mais eficaz e otimizado, tendo em conta todo o que foi
analisado anteriormente.
Refletindo sobre os esforços prestados e a receção dos mesmos com a Índia e o
Paquistão, juntamente com todos os fatores contextuais que levaram à situação atual das
disputas territoriais, é observada a posição de Portugal como possível mediador do conflito. É
feito o argumento, com base em todo o que foi analisado, que Portugal apresenta certos
atributos e vantagens que várias outras entidades e nações não possuem, e que se mostram
essenciais para a resolução do conflito em questão.
With this thesis, we aim to understand and analyze the several circumstances pertaining to the territorial conflicts between India and Pakistan, and how it can be solved, based on the analysis done. We explore the contextual themes about the origin of the current antagonism, from its motivations, justifications, the cultural aspects, both ethnic and geographical, and how they developed from the early stages of the conflict to their current state. The notorious diplomatic efforts aimed towards the conflict resolution between India and Pakistan will be analyzed for their relevant competence and significant effects, both positive and negative, so we can identify their benefits and flaws specifically, not just to understand their impact and influence in the current conflict, but also to contribute towards the formulation of a more effective and optimized process, based on everything that was previously analyzed. Reflecting on the efforts performed and their reception with India and Pakistan, in conjunction with all the contextual factors that led to the current state of the territorial conflicts, we observe Portugal´s position as a possible conflict mediator. We argue that, based on everything that was analyzed, that Portugal shows certain attributes and advantages that several other entities and nations do not possess, and that they are essential for the resolution of the conflict in question.
