| pt |
dc.description.abstract | Ten new countries joined the European Union in May 2004 and the following month the Europeu Council approved the Constitutional Treaty and these events have led Europe into a new and important stage of its construction. But there is a contradiction between this fact and the apparent indifference of the people demonstrated by the high levels of abstention in the European elections. As a result, on the one hand, the Constitution represents an important step to the reinforcement of the European integration process and on the other it presents new challenges and new problems that demand a stronger participation of the populations and a more effective action of the national governments and parliaments. Governments and parliaments play an important role in the creation of a European conscience and will and the European parties must become more than mere federations of national parties. | en |
