Inspeção e inovação: um novo relacionamento com as escolas?

| dc.description.abstract | Questão fundamental na pesquisa recente: a tensão entre a tradicional função inspetiva de regulação e os novos papéis a assumir face à complexidade da sociedade atual e aos novos conhecimentos. Nessa tensão se situa o Memorando de Bratislava (de 2013), produzido pela Standing International Conference of Inspectorates (SICI), ou seja, Conferência Internacional Permanente das Inspeções. Ora esse documento continua pouco conhecido entre nós mas assume grande importância pelas questões que levanta sobretudo quanto a inovação na ação inspetiva. Quisemos percecionar o modo como a Inspeção Geral de Educação e Ciência (IGEC), membro da SICI, se tem posicionado perante as propostas aí surgidas. A investigação mostra que as avaliações externas realizadas pela ISEC, sua atividade mais visível, tendem para uma matriz uniformizadora e diluidora das caraterísticas culturais de cada escola. Todavia, nas práticas da autoavaliação, apesar de sentidas como “obrigação” prévia à avaliação externa, surgem sinais de que a ação inspetiva será melhor compreendida pelos docentes se as visitas forem realizadas, não para mera prestação de contas, mas para uma partilha de análise dos problemas de aprendizagem e procura de soluções. | dc.description.abstract | An issue in recent research on inspection: the tension between the traditional function of regulation and its new roles related to the complexity of the current society and new knowledge. It is in this tension that the Bratislava Memorandum (2013) works, produced by the Standing International Conference of Inspectorates (SICI). This document remains little known among us, but it is of great importance for the questions that it raises, above all about innovation in the inspective action. We wanted to understand how the Portuguese General Inspection of Education and Science (IGEC), a member of SICI, has positioned itself about the proposals that have arisen there. The research shows that the external evaluations carried out by ISEC, its most visible activity, tend towards a unifying and dilutive matrix of the cultural characteristics of each school. However, in self-evaluation practices, although perceived as an “obligation” prior to the external evaluation, there are signs that the inspection action will be better understood by the teachers if the visits are carried out, not for mere accountability, but for a sharing of analysis of Learning problems and finding solutions. This is one of the proposals of that Memorandum. | en |
