dc.description.abstractA presente dissertação tem como finalidade averiguar em que medida as políticas públicas angolanas têm ou não beneficiado as pessoas com deficiência. Para tal, fez-se uma abordagem descritiva da situação deste grupo vulnerável da sociedade angolana e da acção do Estado, desde a independência à actualidade, com base em obras de diferentes autores. Foi dada ênfase às mudanças que se operaram no processo de construção do sistema político angolano, com realce para o marco histórico que foram os acordos de Bicesse (1991) que permitiu a transição para a democracia. A realização das primeiras eleições em Angola bem como a formação de um governo de reconciliação nacional (GURN) marcou um avanço na unificação entre angolanos. A guerra civil, que voltou a eclodir em 1992, não permitiu o desenvolvimento da economia do país, os direitos das pessoas com deficiência não eram prioridade do Estado. A Constituição de 2010 veio dar um impulso fundamental à definição da política das pessoas com deficiência e ao reforço das liberdades, promovendo uma sociedade civil que luta pelos direitos dos cidadãos com deficiência. A dissertação que se apresenta, baseou-se na análise profunda da legislação angolana, sobre a protecção das pessoas com deficiência e da realidade do modo de vida deste grupo. Face às novas perspectivas na governação de Angola e em função da Legislação vigente sonha-se com uma Angola inclusiva onde todo cidadão com deficiência tenha direitos e deveres.pt
dc.description.abstractThis paper aims to explore the extent to which the Angolan public policies have or have not been beneficial to people with disabilities in Angola. In order to reach this desideratum, we used a descriptive approach to the situation of this vulnerable group of the Angolan society and the State actions, from independence to the running days, taking into account the existing literature. We tackled the significant changes that took place in the process of (re)construction of the Angolan political system, putting particular emphasis on the historical framework so-called ‘Agreements of Bicesse’ signed in 1992, what opened a window for the transition to democracy. The first elections in Angola, held in 1992, as well as the constitution of the memorable ‘National Unity and Reconciliation Government’ underpinned a progress in rejoicing and uniting the millions of Angolans hitherto separated by the civil war. Such civil war, that restarted in 1992 and lasted until February/April 2002, did not allow for the development of the country's economy and the rights of disabled people were not taken as a priority of the State. This framework came to a change with the promulgation of the Constitution of the Republic of Angola in 2010, whereby a fundamental impetus was given to the definition of the policy of people with disabilities, giving rise to plenty of associations vacationed to the promotion of accessibilities and the avocation of the rights of citizens with disabilities. This work is then based on an in-depth analysis of the Angolan legislation on the protection of people with disabilities and the reality of this group's lifestyle. In the light of the paradigm shift in Angola's governance and the status quo of the Angolan existing legislation, this work entices scholars and researchers to explore deeper issues about inclusion and the guarantee of the rights of people with disabilities.en
