Resumo
Os técnicos que desempenham as suas funções em equipas de adoção, devem seguir boas
práticas profissionais, sendo estas fulcrais aos mesmos. Da pesquisa realizada constatou se que, não há muita informação acerca das competências que os técnicos das equipas de
adoção devem deter na sua prática profissional.
Este estudo pretende conhecer o perfil de competências dos técnicos que desempenham
o seu exercício profissional em equipas de adoção, de acordo com as categorias do modelo
teórico de Le Boterf (2003). A amostra da investigação é composta por 19 técnicos de
diversas áreas de formação que desempenham o seu exercício profissional nas equipas de
adoção, em Portugal.
Para definir o perfil de competências essenciais destes profissionais nas equipas de
adoção, recorreu-se a uma metodologia do tipo misto ou quali-quantitativa, optando por
usar o método de Delphi, em duas fases, tendo os dados sido recolhidos através de
inquéritos por questionário.
Na 1ª fase do estudo, verificou-se que os técnicos demonstram estar em concordância no
que se refere aos três tipos de competências (os saberes, os saberes-fazer e os saberes
ser/agir). Após a análise dos resultados da 2ª fase, pode-se averiguar uma ligeira diferença
entre as categorias.
Os resultados apontam no sentido de uma maior valorização das competências relativas
ao saber-ser, embora se reconheça ainda a importância de outras competências (saber e
saber-fazer) na intervenção nas equipas de adoção. De igual modo, verificou-se que, na
análise comparativa entre as competências referidas pelos técnicos e as normativas legais
e manuais/ relatórios dos Organismos da Segurança Social, apenas uma minoria das
competências identificadas pelos técnicos se encontram expressas nos normativos
regulamentares.
Conclui-se a necessidade de integrar estas competências nos normativos regulamentares,
por forma a traduzir as competências presentes na intervenção.
Technicians who perform their duties in adoption teams must follow good professional practices, which are central to them. From the research carried out, it was found that there is not much information about the skills that adoption team technicians must have in their professional practice. This study intends to know the skills profile of technicians who perform their professional practice in adoption teams, according to the categories of Le Boterf's theoretical model (2003). The research sample is composed of 19 technicians from different training areas who perform their professional practice in adoption teams in Portugal. To define the profile of essential skills of these professionals in the adoption teams, the researcher uses a mixed or qualitative-quantitative methodology, choosing to use the Delphi method, in two phases, being the data collected through questionnaire surveys. In the 1st phase of the study, it was found that the technicians demonstrate that they are in agreement with regard to the three types of competences (knowledge, know-how and know-how to be/act). After analyzing the results of the 2nd phase, a slight difference between the categories can be verified. The results point towards a greater appreciation of competences related to know-how, although the importance of other competences (knowledge and know-how) is also recognized in the intervention in adoption teams. Likewise, it was verified that, in the comparative analysis between the competences mentioned by the technicians and the legal norms and manuals/reports of the Social Security Bodies, only a minority of the competences identified by the technicians are expressed in the regulatory norms. It is concluded that there is a need to integrate these competences into regulatory norms, in order to translate the competences present in the intervention.
