Resumo
A importância do setor empresarial como peça chave no caminho da inovação
associada à transição sustentável tem vindo a ganhar preponderância nos diferentes níveis
da sociedade. Esta mudança, mais ou menos radical, tem sido impulsionada cada vez mais
por pressões governamentais e não governamentais, encorajando mudanças não só ao
nível organizacional, mas também ao nível macroeconómico.
Partindo desta premissa, a presente dissertação teve como objetivo estudar qual a
influência da utilização de Certificados de Construção Verde (CCV), não só no processo
de inovação, como também o que promove nos processos colaborativos na construção
civil, especificamente nos projetos onde as mesmas se aplicam no panorama nacional.
Assim sendo, pretendeu-se identificar o estado atual do processo de evolução através
da análise das principais semelhanças e diferenças com a literatura consultada. Foi
utilizada uma metodologia qualitativa com base num caso de estudo múltiplo, respeitando
as diretrizes para a escolha dos casos de estudo, de forma a que os dados obtidos sejam
comparáveis com a bibliografia de referência.
O estudo desenvolveu-se numa área de investigação pouco explorada no contexto
nacional, uma vez que ainda são poucos os intervenientes que trabalham, ou já
trabalharam com este tipo de sistemas de certificação, e ainda menos os que estão
famialiarizados com os temas associados às mesmas. Isto faz com que a sua utilização
seja vista ainda como uma decisão estratégica, motivada por um conjunto de fatores
alinhados com um percurso inovador e uma vontade de acompanhar as melhores práticas
a nível internacional.
Como principais conclusões, apontam-se o facto de, a nível nacional, ainda estarmos
alguns passos atrás do panorama internacional. Conclui-se ainda que o papel do green
project champion assume um papel cada vez mais preponderante, onde, a sua liderança
pode ser realizada de formas distintas, tendo influência direta no desenrolar do projeto
nas suas diferentes fases. Outra das principais conclusões retiradas é que, nestes casos de
aplicação de CCV, a colaboração é um pré-requisito fundamental entre os diferentes
intervenientes pertencentes às multi-organizações temporárias criadas.
The importance of the business sector as a key in the path of innovation associated with sustainable transition has been gaining preponderance at different levels of society. This change, more or less radical, has been increasingly driven by governmental and non governmental pressures, encouraging changes not only at the organizational level, but also at the macroeconomic level. Based on this premise, this dissertation aimed to study qualifying the use of Green Construction Certificates (GBC), not only in the innovation process, but also what it promotes in collaborative processes in civil construction, specifically in projects where as before no national panorama applies. Therefore, I intend to identify the current state of the evolution process through the analysis of the main similarities and differences with the consulted literature. A qualitative methodology was used based on a multiple case study, respecting the guidelines for the choice of case studies, so that the data used are comparable with the reference bibliography. The study is published in an area of research that has been little explored in the national context, since there are still few actors who work, or have already worked with this type of certification systems, and even fewer who are familiar with the themes associated with the meetings. This means that its use is still seen as a strategic decision, motivated by a set of necessary factors with an innovative path and a willingness to follow best practices at an international level. As the main ones, we point out the fact that, at the national level, we are still a few steps behind the international panorama. It is also concluded that the role of the champion of the green project assumes an increasingly preponderant role, where its leadership can be performed in different ways, having a direct influence on the development of the project in its different phases. Another of the main definitions removed is that, in cases of CCV application, collaboration is a fundamental prerequisite between the different actors belonging to the temporary multi-associations.
