O mercado do medicamento apesar de ser um dos mercados mais regulados em Portugal
apresenta um grande dinamismo fruto da intensidade concorrencial entre os medicamentos de
referência e os medicamentos genéricos, após a perda da patente de exclusividade. Esse
dinamismo foi impulsionado em 2002 quando se deu um marco histórico neste mercado com a
implementação do Sistema de Preços de Referência. Essa medida apesar de aumentar a
sensibilidade do consumidor relativamente ao preço dos medicamentos fez com que as
farmacêuticas adotassem preços menores de modo a proteger a quota de mercado.
Este estudo foi aplicado no mercado português do medicamento e pretende avaliar qual o
impacto da entrada dos genéricos no preço dos medicamentos de referência e na sua quota de
mercado entre 2000 e 2019. Os dados foram fornecidos pela Autoridade Nacional do
Medicamento e Produtos de Saúde, I.P. e dai selecionou-se onze substâncias ativas e as
respetivas apresentações mais dispensadas em meio ambulatório cujo a exclusividade de
mercado tenha terminado entre 2007 e 2013.
Numa primeira parte mostrou-se que em quase todas as substâncias ativas em estudo houve
um comportamento diferente no preço médio dos medicamentos de referências antes e após a
entrada dos genéricos. Observou-se ainda que a entrada dos medicamentos genéricos teve um
impacto muito significativo no que toca à quota de mercado e volume total de negócio dos
medicamentos de referência.
Posteriormente foram estimados três modelos econométricos de modo a perceber qual a
influência das variáveis em estudo sobre o índice de preços de mercado, quota dos
medicamentos genéricos e preço médio dos medicamentos de referência.
The medicine market, despite being one of the most regulated markets in Portugal, is a very dynamic one, as a result of the competitive intensity between reference medicines and generic medicines, after the loss of the patent for exclusivity. This dynamism was boosted in 2002 when a historic milestone was made in this market with the implementation of the Reference Price System. This measure, despite increasing consumer sensitivity to the price of medicines, has caused pharmaceutical companies to adopt lower prices to protect market share. This study reflects the Portuguese market of medicines and aims to assess the impact of the entry of generics on the reference price of medicines and their market share between 2000 and 2019. The data was provided by the National Authority of Medicine and Health Products, I.P. From this data, eleven active substances were selected and the respective most dispensed medicines in outpatient clinical environment whose market exclusivity ended between 2007 and 2013. In the first part of the study, it was shown that in almost all active substances analyzed, there was a different behavior in the average price of referral medicines before and after the entry of generics. It was also observed that the entry of generic medicines had a very significant impact on the market share and total turnover of reference medicines. Subsequently, three econometric models were created to understand the influence of the variables analyzed in the study, on the market price index, share of generic medicines and average price of reference medicines.
