Políticas públicas educacionais : a demanda de mão-de-obra do polo industrial portuário de Suape

O polo industrial e portuário de Suape, no município de Ipojuca vem modificando o contexto
social e exigindo respostas por parte da educação, no sentido de capacitar os jovens para
esta nova demanda de trabalho da região. A necessidade de políticas públicas educacionais
capazes de atender tais demandas é uma realidade. Nesta ótica a questão de partida desta
investigação foi: Como as políticas públicas educacionais implementadas pelo Estado no
município de Ipojuca atendem as demandas do Polo Industrial Portuário de Suape? Para
responder a esta dúvida, utilizou-se a abordagem teórica metodológica quantitativo e
qualitativo. Para a análise dos dados o programa SPSS e a Análise de Discurso (AD) na linha
francesa (Pêcheux,2014; Orlandi, 2011) privilegiando os sentidos e as significações que o
corpus discursivo traz. O aporte teórico que deu suporte à análise dos dados foi elencado por
duas categorias: Políticas Públicas Educacionais e Educação e Trabalho. Para a realização
dessa pesquisa buscou-se a participação de um universo de 350 estudantes de (4) escolas
públicas todas da Rede de Ensino Estadual de Pernambuco situadas no Município de Ipojuca,
(4) professores das quatro escolas pesquisadas, (2) autoridades responsáveis pela
implantação das políticas públicas no município e (2) representantes de empresas localizadas
no Complexo Portuário de Suape. Foi constatado que as políticas públicas educacionais
implementadas no Município de Ipojuca não atendem às necessidades da sociedade
ipojucana no tocante à inserção de jovens devidamente capacitados a integrarem as vagas
do Complexo Industrial e Portuário de Ipojuca e que se faz necessária a implementação de
ações que desenvolvam as habilidades e competências exigidas por esse mercado.
The industrial zone and port of suape, in the city of ipojuca, has been changing the social context and demanding answers from the educational sector, in order to enable young people to meet the new labor demands in the region. The need for educational public policies capable of meeting such demands is a reality. From this point of view, the starting point of this investigation: How do the public educational policies implemented by the State in the municipality of Ipojuca meet the demands of the Suape Port Industrial Pole? To answer this question, the theoretical methodological approach was used in the quantitative and qualitative form. For the data analysis the SPSS program and Discourse Analysis (AD) following the French line (Pêcheux, 2014; Orlandi, 2011) privileging the meanings that the discusive corpus brings. The theoretical contribution that supported the data analysis was listed in two categories: Public Educational Policies and Education and Labor. In order to carry out this research, a total of 350 students from (4) public schools, all from the Pernambuco State Teaching Network of Ipojuca city, (4) teachers from the four schools surveyed, (2) responsible authorities for the implementation of public policies in the municipality and (2) representatives of companies located in the Port Complex of Suape. The results show that the educational public policies implemented in the Ipojuca do not meet the needs of the ipojucana society regarding the insertion of duly qualified young people to integrate the vacancies of the Industrial and Port Complex of Ipojuca and that it is necessary to implement actions to develop the skills and competences required by that market.
