Resumo
O uso de redes colaborativas para a gestão de Fake News pode ser uma ferramenta importante
na luta contra a disseminação de informações falsas e na promoção de fontes de informações
confiáveis. Essas redes podem reunir diferentes atores: agências de checagem, empresas de
tecnologia, organizações da mídia, governo e a própria sociedade, e assim, propiciar a
colaboração mútua propondo um ambiente integrador com a capacidade de se tornar um ponto
de referência chave no combate das Fake News. Este trabalho analisou os conjuntos de critérios
que devem ser levados em consideração para a elaboração de um framework que auxilie na
criação de uma rede colaborativa voltada para a mitigação, controle e gestão das Fake News,
estas que geram um impacto danoso e sem precedentes na sociedade, desde pequenos
transtornos até guerras. Por meio do modelo ARCON, utilizado na concepção de frameworks
para criação de redes colaborativas, e na investigação do tema, um modelo referencial genérico
para a criação e implementação de redes colaborativas com foco nas Fake News foi idealizado
nesta tese, e a partir desse modelo, foi também desenvolvido um protótipo para uma plataforma
digital que facilite a operação da rede.

The use of collaborative networks for managing Fake News can be an important tool in the fight against the spread of false information and in promoting reliable sources of information. These networks can bring together different actors: fact-checking agencies, technology companies, media organizations, government, and society itself, thus fostering mutual collaboration by proposing an integrated environment with the capacity to become a key reference point in the fight against Fake News. This work analyzed the sets of criteria that should be taken into consideration for the development of a framework that assists in the creation of a collaborative network aimed at mitigating, controlling, and managing Fake News, which have a harmful and unprecedented impact on society, ranging from minor disruptions to wars. Through the ARCON model, used in the conception of frameworks for creating collaborative networks, and through research on the topic, a generic reference model for the creation and implementation of collaborative networks focused on Fake News was developed in this thesis, and based on this model, a prototype for a digital platform that facilitates the operation of the network was also developed.
