dc.description.abstractEsta dissertação tem como objetivo analisar a exploração das redes de radiocomunicações utilizadas nas operações de socorro em Portugal continental respondendo à questão central: de que forma a evolução dos sistemas de comunicações contribui para a eficácia das operações de socorro? Para atingir este objetivo foram investigadas as tecnologias existentes, entre elas, a modulação analógica e os padrões digitais utilizados nas comunicações críticas com maior expressão ao nível internacional: o TETRA, TETRAPOL, APCO-25 e DMR. Foram ainda objeto de análise as redes utilizadas no continente (SIRESP; ROB; REPC; Banda Baixa), e no território insular (RITERAA; SICOSEDMA/SIRESP) com o objetivo de comparar as vantagens e desvantagens ao nível regional. Foi efetuada avaliação das redes utilizadas nas operações de socorro, em uso transversalmente por todas as entidades diretamente envolvidas nesta tipologia de missão, na sua componente tecnológica, padrão, resiliência das infraestruturas e necessidades dos utilizadores. Da análise identificaram-se algumas funcionalidades que não estão devidamente aproveitadas, como por exemplo a função DMO, Gateway e Repeater e a plataforma SIRESP GL que necessita de correções. Concluiu-se que a evolução dos sistemas utilizados acompanham a tendência internacional, que são adequados, identificando-se a formação e o conhecimento técnico como um fator importante e fundamental a melhorar. Com isto, é possível explorar todas as potencialidades das redes, especialmente da rede SIRESP. A Rede Operacional de Bombeiros e a Rede Estratégica de Proteção Civil têm margem para evoluir e criar um melhor serviço, sendo necessária a sua reestruturação e migração para um padrão digital.pt
dc.description.abstractThis dissertation aims to analyse the development of the radiocommunications network used by emergency services in continental Portugal in order to answer the main question which is: In what manner has the development of the communication systems contributed to more efficient emergency services operations? So that this was possible we analysed the existing technologies such as analog modulation and digital systems/procedures within critical communication more widely on an international level: TETRA, TETRAPOL, APCO-25, and DMR. Furthermore, the networks used nationally were analysed (SIRESP; ROB; REPC; Banda Baixa), and on the insular territory (RITERRA; SICOSEDMA/SIRESP) with the objective of comparing the advantages and disadvantages at a regional level. An assessment of the networks used for emergency operations was carried out, used transversely by all the entities involved in this type of missions, in its technological component, standard, resilience of the infrastructures and the needs of the users. From this analysis some features were identified that are not used accordingly, for example, the function DMO, Gateway and Repeater as well as the platform SIRESP GL which needs correcting. It was concluded that the evolution of the systems used are up to date with those used internationally and that they are adequate. Nonetheless, it was recognized that training and technical knowledge are an important and fundamental factor that must be improved. Thus, making it possible to explore the potential of all the networks, especially the SIRESP network. The National Network of Firemen and the Strategic Network of Civil Defence have the potential to grow and build an improved service with the necessary restructuring and migration to a digital system.en
