Resumo
Este estudo aborda o papel do gestor na construção de uma gestão democrática e participativa.
Trata-se de um momento de reflexão, para líderes e comunidade escolar, tendo como questão
norteadora: qual é o real sentido de governar democraticamente uma instituição de ensino?
Neste sentido, buscou-se abordar literaturas a cerca dos temas envolvidos como: democracia
institucional, gestão educacional, gestão participativa, enfim, as lacunas existentes entre a
teoria e a prática no contexto educacional, com intuito de compreender a realidade da qual se
propõe estudar. Quanto ao objetivo que se pretendeu alcançar foi compreender a importância
do gestor em uma escola da rede publica estadual de ensino, no município de Mossoró, RN. A
busca do objetivo proporcionou a obtenção de informações sobre as práticas que caracterizam
a gestão democrática na leitura dos profissionais da educação. O estudo foi construído
baseado em uma abordagem qualitativa, onde, contou com a utilização de entrevista como
instrumento de coleta de dados. Os discursos de Bardin corroboraram com a categorização
dos dados coletados. Outros autores contribuíram para fundamentar o estudo como: Nunes
(2000), Araújo (2000), Mendonça (2000), Paro (1996), Hora (2002), Dourado (2007),
Libâneo (2008), Silva (2009), Oliveira (2007). Os resultados revelam que os gestores devem
ser estimulados a refletir melhor sobre a concepção democrático-participativo de gestão,
maximizando assim, seu desenvolvimento pessoal e profissional. Conclui-se que os atores
envolvidos no estudo não estão tão comprometidos com a gestão participativa,
comprometendo o resultado final, quando não, a qualidade da educação. Assim, favorecer
novas posturas comportamentais na cultura organizacional no campo da educação
potencializa um cenário de lisura, eficiência, eficácia e efetividade, proporcionando a
comunidade técnica e extrema aos limites dos muros da escola, ambientes prazerosos para
favorecer uma aliança onde todos dão as mãos e fortalece um processo de ensino e
aprendizagem alinhado as novas conjunturas educacionais e ao contexto da sociedade do
conhecimento.
This study addresses the role of managers in building a democratic and participatory management. This is a time of reflection for leaders and school community, with the question: what is the real meaning of governing democratically an educational institution? In this sense, we sought to address the literatures about the issues involved as institutional democracy, education management, participatory management, in short, the gap between theory and practice in educational settings, in order to understand the reality of what is proposed study. As for the purpose it was intended to achieve was to understand the importance of the manager in a public school in state schools in the city of Mossoró, RN. The search yielded a goal of obtaining information about the practices that characterize a democratic reading of education professionals. The study was built based on a qualitative approach, where, had the use of interviews as a tool for data collection. The speeches of Bardin corroborated with the categorization of the data collected. Other authors contributed to the study base as Nunes (2000), Araujo (2000), Mendoza (2000), Paro (1996), Time (2002), Gold (2007), Libâneo (2008), Silva (2009), Oliveira (2007). The results show that managers should be encouraged to reflect on the best design-democratic participatory management, thus maximizing his personal and professional development. We conclude that the actors involved in the study are not as committed to participatory management, compromising the end result, if not, the quality of education. Thus, behavioral postures encourage new organizational culture in education boosts a scenario of smoothness, efficiency, efficacy and effectiveness, providing the technical community and the extreme limits of the school walls, pleasant environments to favor an alliance where everyone hold hands and strengthens the process of teaching and learning aligned with the new educational situations and context of the knowledge society.
