Resumo
Cada vez mais as cidades europeias recorrem a modelos de centros de gestão integrados, disponibilizando aos seus cidadãos canais de comunicação rápidos e eficazes, assegurando uma resposta rápida às operações de proteção e socorro. Por esse motivo, são importantes as dinâmicas de socorro assentes numa estratégia focalizada na otimização dos recursos ao serviço da população, a execução de um serviço público de elevada qualidade e a otimização da articulação entre todos os agentes de proteção civil e unidades orgânicas das câmaras municipais. Fortalecer estas dinâmicas entre outros, é o principal objetivo da criação das Centrais Municipais de Operações de Socorro (CMOS).
Assim, esta dissertação tem como principal objetivo elaborar um estudo prévio para o desenvolvimento de um modelo conceptual de implementação das Centrais Municipais de Operações de Socorro. Pretende-se desenvolver os conceitos para implementação das Centrais Municipais de Operações de Socorro em Municípios que disponham de mais do que um corpo de bombeiros, conforme o definido em legislação para o setor. Recorrendo à gestão integrada das comunicações de emergência a nível municipal, entre as diversas entidades envolvidas de modo a aumentar a eficácia e eficiência na gestão a nível Municipal com os Corpos de Bombeiros, Agentes de Proteção Civil, Unidades Locais de Proteção Civil e Entidades com especial dever de cooperação. Dando enfâse ao estudo no Município de Gondomar, onde se pretende desenvolver o projeto para implementação de uma Central Municipal de Operações de Socorro, visto existirem condições para a sua implementação.
European cities are increasingly turning to models of integrated management centers, providing their citizens with fast and effective communication channels, ensuring a rapid response to protective and relief operations. For this reason, the dynamics of rescue based on a strategy focused on the optimization of resources at the service of the population, the execution of a high quality public service and the optimization of the articulation among all civil protection agents and organic units of the municipal chambers are important. To strengthen these dynamics among others, is the main objective of the creation of the Municipal Relief Operations Centers (CMOS). Thus, this dissertation has as main objective to elaborate a previous study for the development of a conceptual model of implementation of the Municipal Relief Operations Centers. It is intended to develop the concepts for the implementation of Municipal Relief Operations Centers in Municipalities that have more than one fire department, as defined in legislation for the sector. Using integrated management of emergency communications at the municipal level, between the various entities involved in order to increase the effectiveness and efficiency in municipal management with the Fire Departments, Civil Protection Agents, Local Civil Protection Units and Entities with special duty of cooperation. Focusing on the study in the Municipality of Gondomar where it is intended to develop the project for the implementation of a Municipal Relief Operations Center, as it meets the conditions for its implementation.
