Gestão de equipas de rua para pessoas em situação de sem-abrigo: o caso da Região Autónoma da Madeira

Resumo
Nos dias de hoje, assistimos a um aumento significativo ou maior visibilidade de pessoas em situação de sem-abrigo, nos grandes centros urbanos, por ser um local de maior concentração de respostas sociais. É neste contexto que surgem as Equipas de Rua com o objectivo de melhorar as suas condições de vida. Assume-se então com os resultados desta investigação que o trabalho desenvolvido por estas equipas é essencial e contribui de forma positiva para a integração social das pessoas que delas beneficiam.
A presente Dissertação foca a sua investigação numa amostra composta por 82 pessoas que se encontravam em situação de sem-tecto entre os meses de abril e junho de 2020 na Região Autónoma da Madeira (RAM), utilizando a metodologia quantitativa através da aplicação do inquérito por questionário. Foi ainda selecionada uma segunda amostra composta por 3 peritos de referência a nível nacional e regional ligados à temática da população em situação de sem-abrigo, pelos 3 gestores e pelas 5 técnicas das Equipas de Rua da RAM para pessoas em situação de sem-abrigo a exercer estas funções no ano de 2020, e por 3 pessoas que já estiveram nesta condição de sem-abrigo e que foram acompanhadas por Equipas de Rua na sua integração, utilizando a metodologia qualitativa com a realização de entrevistas semiestruturadas, ambas as metodologias, com o objectivo de perceber como a gestão das Equipas de Rua para pessoas em situação de sem-abrigo contribui para a integração social desta população.
De um modo geral, os dados resultantes do processo de investigação permitem-nos perceber que, do conjunto de apoios prestados pelas Equipas de Rua na integração social das pessoas que se encontram em situação de sem-tecto, os mesmos referiram importância no incentivo para a sua integração social, através da ajuda pela procura de alojamento condigno, do tratamento da documentação, do apoio psicossocial, do acompanhamento e incentivo à realização de tratamentos de desabituação e do acesso a diversos serviços da comunidade. No que toca à gestão de Equipas de Rua, técnicos e especialistas partilham a opinião que a valorização profissional é importante para os membros das Equipas de Rua, pois desenvolvem um trabalho de maior risco, com grande desgaste emocional e físico. Estes resultados mostram claramente a importância das Equipas de Rua e instituições de apoio às pessoas em situação de sem-abrigo.
Nowadays, we are witnessing a significant increase or greater visibility of homeless people in large urban centers, being places with a greater concentration of social responses. It’s in this context that Street Teams appear with the aim of improving their living conditions. With the results of this investigation, it is assumed that the work developed by these teams is essential and provides a positive contribution to the social integration of the people who benefit from them. This Dissertation focuses its research on a sample of 82 people who were homeless between April and June 2020 in the Autonomous Region of Madeira (RAM), using the quantitative methodology through the application of surveys via questionnaire. A second sample was also selected, consisting of 3 experts at national and regional level on the topic of homeless population, 3 managers and 5 technicians from Street Teams of RAM for homeless people who performed these functions in 2020, and by 3 people who have already been homeless and were accompanied by Street Teams in their integration, using the qualitative methodology with semi-structured interviews, both methodologies, with the objective of understanding how the management of Street Teams for homeless people contributes to the social integration of this population. In general, the data resulting from this research process allows us to understand that, from the various aids provided by Street Teams in the social integration of people who are homeless, they mentioned the importance of encouraging their social integration, including support provided in finding decent accommodation, handling documentation, psychosocial support, as well as encouraging and accompanying withdrawal treatments and access to various community services. Regarding the management of Street Teams, technicians and specialists share the opinion that professional development is important for the members of Street Teams, as they carry out a high-risk job, with great emotional and physical strain. These results clearly show the importance of Street Teams and support institutions for homeless people.
