Resumo
A presente dissertação tem como objeto de estudo as geminações no território do Alentejo Litoral, ou seja, nos Municípios de Alcácer do Sal, Grândola, Santiago do Cacém, Sines e Odemira. Trata-se de uma temática recente uma vez que se insere no âmbito das competências do poder local pós 25 de abril de 1974.
Este trabalho verifica o impacto e influência da geminação no território considerado, analisando as geminações já efetuadas, a forma como se têm vindo a desenrolar, o balanço que os autarcas fazem do processo, bem como se existem novas geminações previstas. Mostra igualmente, o impacto na vida autárquica decorrente do relacionamento com outras cidades a nível nacional ou internacional. Para tal recorre não apenas ao depoimento de fontes diretas, intervenientes no processo, mas também à análise dos dados ou indicadores disponíveis.
O estudo efetuado permite perceber que os Municípios, apesar da existência de comunidades Intermunicipais preferem fazer geminações a título individual. Aliás, o estudo identificou um Município que até ao momento não procedeu a qualquer geminação.
Esta tese aponta ainda quais as principais motivações que conduzem estas parcerias, bem como o retorno expectável.
The present dissertation has as the object of study the (town) twinning in the Littoral Alentejo territory, comprehending the municipalities of Alcácer do Sal, Grândola, Santiago do Cacém, Sines and Odemira. It is a recent thematic, has it falls within the purview of local government (power) after the 25th of April 1974. This work verifies the impact and influence of town twinning in the mentioned territory, by analysing the already formed twinning, how they have been unfolding, the assessment that the mayors make of the process, as well as if there are new twinning foreseen. It also presents the impact on the municipal life that results from the relationships with other cities at a national or international level. For that reason, it is resorted not only to the statements made from direct sources intervening in the process, but also to the data analysis or indicators available. The study allows to understand that the municipalities, despite the existence of Intermunicipal communities, have a preference to do twinning individually. In fact, the study identified one municipality that, up until the present, has yet to engage in twinning. This thesis further points the main motivations that drive these partnerships, as well as the expected return.
