Diplomacia económica : as relações bilaterais entre Portugal e Brasil (2017-2022)

Resumo
A presente dissertação, intitulada “Diplomacia Económica: As Relações Bilaterais entre Portugal e Brasil (2017-2022)”, sob a orientação da Professora Doutora Sílvia Mangerona, tem como objetivo realizar uma análise acerca das relações diplomáticas entre Portugal e Brasil, ao nível económico e comercial, no período entre 2017 e 2022. Num mundo altamente globalizado e caraterizado por interdependências complexas, os Estados, em consonância com as suas políticas externas, têm adotado a diplomacia como o instrumento fundamental na condução das suas relações, especialmente no foro económico. De facto, com a crescente incapacidade dos Estados em dar resposta às exigências da globalização económica, os mesmos viram-se obrigados a adotar uma postura de coordenação em questões económico-financeiras, permitindo que a diplomacia adquirisse uma valência económica. Embora a literatura não seja unânime em conceber a diplomacia económica como uma ferramenta de negociação e promoção, a verdade é que a mesma vivenciou um período de crescimento e expansão. Como tal, propomo-nos a realizar um balanço das relações diplomáticas entre os dois países no período definido, em especial no foro comercial, procurando determinar o seu impacto no aprofundamento ou recuo dos laços. Procuramos igualmente avançar com uma análise das relações comerciais bilaterais e, consequentemente, prospetivar a revitalização da diplomacia económica luso-brasileira no seguimento das alterações verificadas em termos de lideranças políticas no Brasil. Para a elaboração e desenvolvimento desta dissertação fizemos uso da metodologia praticada nas ciências sociais, com análise qualitativa e quantitativa da informação oficial disponível e o confronto dos autores e respetiva bibliografia. This dissertation, entitled "Economic Diplomacy: Bilateral Relations between Portugal and Brazil (2017-2022)", under the supervision of Doctor Professor Sílvia Mangerona, aims to analyse diplomatic relations between Portugal and Brazil, in economic and commercial terms, between 2017 and 2022. In a highly globalised world characterised by complex interdependencies, states, in line with their foreign policies, have adopted diplomacy as the fundamental instrument for conducting their relations, especially in the economic sphere. In fact, with the growing inability of states to respond to the demands of economic globalisation, they have been forced to adopt a coordinating stance on economic and financial issues, allowing diplomacy to acquire an economic valence. Although the literature is not unanimous in its conception of economic diplomacy as a tool for negotiation and promotion, the truth is that it has experienced a period of growth and expansion. As such, we set out to take stock of diplomatic relations between the two countries during the period in question, particularly in the commercial sphere, in an attempt to determine their impact on the deepening or weakening of ties. We also seek to advance an analysis of bilateral trade relations and, consequently, to prospect the revitalisation of lusobrazilian economic diplomacy in the wake of the changes that have taken place in terms of political leadership in Brazil. For the elaboration and development of this dissertation, we used the methodology practised in the social sciences, with qualitative and quantitative analysis of the official information available and the comparison of authors and their respective bibliography.
