O papel da Televisão Pública na promoção da Língua Portuguesa

Esta investigação teve como principal objetivo compreender o papel da televisão pública na promoção da língua portuguesa. Procurou-se perceber de que modo é que o serviço público de televisão português, assegurado pela RTP, tem promovido a língua portuguesa, ou seja, de que forma tem cumprido esta missão que se encontra expressa no contrato de concessão com o Estado português. De forma a cumprir o objetivo proposto, optou-se por uma metodologia qualitativa, organizada em dois momentos: num primeiro momento, o recurso à análise de conteúdo, a partir da criação de uma grelha de análise dos programas sobre língua portuguesa emitidos pela RTP ao longo da sua história. O segundo momento consistiu na realização de entrevistas semiestruturadas dirigidas aos responsáveis pela RTP, à Provedora do Telespectador e a um representante da Entidade Reguladora para a Comunicação Social. Depois de uma caracterização dos programas, fez-se o cruzamento da análise desses programas com a análise das entrevistas realizadas. Os resultados desta investigação revelam uma grande falta de valorização da promoção da língua portuguesa por parte do canal público de televisão. Constatou-se que o número de programas exclusivamente dedicados à língua portuguesa emitidos pela RTP ao longo da sua história é francamente diminuto. Identificámos apenas sete programas em 66 anos de RTP e o único espaço atual na programação da RTP é a rubrica Bom Português, que visa esclarecer dúvidas linguísticas. Tendo a RTP a obrigatoriedade de contribuir para a promoção da língua portuguesa e considerando a sua função educativa, cultural e de responsabilidade social, enquanto serviço público de televisão, concluímos que seria crucial reforçar esse compromisso com a língua, atribuindo-lhe um espaço permanente, em horário nobre, em pelo menos um canal da RTP. This research aimed to understand the role of public television in promoting the Portuguese language. We sought to understand how the Portuguese public television service, provided by RTP, has promoted the Portuguese language, in other words, how it has fulfilled this mission expressed in the concession contract with the Portuguese State. In order to achieve the intended goal, a qualitative methodology was selected, organized in two stages: firstly, the use of content analysis, based on the creation of an analysis grid of Portuguese language programs broadcast by RTP throughout its history. The second stage consisted of semi-structured interviews with RTP officials, with the Viewer Ombudsman and with a representative of the Portuguese Regulatory Authority for the Media. After characterizing the programs, the analysis of these programs was crossed with the analysis of the interviews carried out. The results of this investigation reveal a significant lack of emphasis on promoting the Portuguese language by the public television channel. It was observed that the number of programs dedicated exclusively to the Portuguese language broadcasted by RTP over its history is quite limited. Only seven programs were identified in 66 years of RTP, and the only current program in RTP's schedule is the segment "Bom Português," aimed at addressing linguistic issues. Considering RTP's obligation to contribute to the promotion of the Portuguese language as well as its educational, cultural, and social responsibilities as a public service broadcasting entity, it is concluded that reinforcing this commitment to the language is crucial. This could be achieved by allocating a permanent slot in prime time on at least one RTP channel to programs dedicated to the promotion of the Portuguese language.
