A guerra de Portugal na Ultramar reflete de várias maneiras a guerra dos Estados
Unidos no Vietname. Estes conflitos foram travados no ponto de virada entre
paradigmas da guerra e se tornaram exemplos emblemáticos da guerra assimétrica. No
entanto, os contextos diplomáticos em que se enquadram são raramente mencionados, e
ainda mais raramente discutidos no contexto um do outro. Este trabalho se propõe a
fornecer uma primeira análise comparativa desses dois conflitos, nos níveis
diplomáticos e estratégicos, com o objetivo de destacar as suas semelhanças e
diferenças. O papel da diplomacia em conflitos assimétricos é limitado, mas, ao analisar
as falhas do pensamento tradicional, este trabalho procura sugerir que a solução estava
sempre mais próxima do lado diplomático, do que do tático. Para fazer isso, descreverei
as situações estratégicas que os Estados Unidos e Portugal enfrentaram nas suas
respetivas guerras e depois analisarei a diplomacia que estava a também em curso ao
mesmo tempo.
Portugal's war in Ultramar mirrors in a lot of ways the United State's war in Vietnam. These conflicts came at the turning point between paradigms in warfare, and became emblematic examples of asymmetrical war. However, the diplomatic contexts in which framed them are rarely mentioned, and they are even more rarely discussed in the context of each other. This work sets out to provide a first comparative look at these two conflicts, from a diplomatic and strategic levels, with the goal of highlighting their similarities and differences. The role diplomacy plays in asymmetric conflicts is limited, but by analysing the failings of traditional thinking this work seeks to suggest that the answer was always closer to the diplomatic, rather than tactical, side of things. In order to do this, I will be outlining the strategic situations both the United States and Portugal faced in their respective wars, and then looking at the diplomacy happening on alongside.
