O trabalho que ora se apresenta insere-se no âmbito do Mestrado de Administração Educacional e Regulação da Educação, tendo por tema o "O Papel do Diretor Escolar" e por objeto de estudo a avaliação dos Diretores das Escolas. A temática Avaliação é, por norma, abordada junto da comunidade científica, na vertente escola ou na vertente docentes e são raras as anuências à Avaliação dos Órgãos de Gestão. Partindo de uma abordagem teórica sobre questões-chave na avaliação dos Órgãos de Gestão, centraliza-se no impacto que uma avaliação externa e interna tem na estrutura organizacional das escolas e de que forma é que a avaliação de desempenho, no caso concreto dos Diretores, mas também dos restantes elementos dos Órgãos de Gestão, influencia o papel das escolas na sociedade atual. Assim, na prossecução deste trabalho de investigação foi delineado um problema inicial: de que forma é realmente feita a avaliação dos órgãos de direção das escolas? Estando também preconizados três eixos de análise teórica: a Liderança; a Gestão Escolar e os seus órgãos constituintes e a Avaliação. Procura-se responder a questões específicas na área da investigação e junto da comunidade escolar: De que forma age o Diretor na avaliação dos restantes elementos que compõe os órgãos de administração e gestão escolar? De que forma a avaliação externa, influencia e determina a ação avaliativa dos órgãos de administração e gestão escolar? De que forma a avaliação influencia a melhoria da qualidade nas escolas? Procura-se aferir, de uma forma comparativa, o modus operandi das diferentes escolas e a forma como o mesmo influencia a Avaliação dos Órgãos de Gestão Escolar. Para tal, estabelece-se uma comparação nos critérios da avaliação interna dos diretores das escolas, mas também se analisa os relatórios da avaliação externa das escolas cujas direções são alvo do presente estudo. É assim possível aferir os níveis de eficiência e eficácia e compreender se a avaliação que se realiza é justa e criteriosa na sua aplicação. Os procedimentos metodológicos adotados centraram-se, não só na pesquisa bibliográfica representativa dos temas abordados ao longo da investigação, mas também na recolha de dados com recurso ao paradigma interpretativo, numa metodologia de carater qualitativo utilizando, como técnica de investigação, a entrevista semiestruturada. O estudo permitiu evidenciar os debates atuais na área da avaliação e, especificamente, na avaliação dos órgãos de gestão e administração escolar reconhecendo que a avaliação é um tema sensível na comunidade escolar e que o máximo do corpo escolar é afetado pelas avaliações externas. O estudo também enfatiza a importância do envolvimento da comunidade numa avaliação justa e transparente, promovendo o desenvolvimento de lideranças e identificando líderes com maior potencial. Em conclusão, o estudo pretende identificar boas práticas de liderança que possam ser replicadas noutras escolas, contribuindo para a divulgação de estratégias de sucesso no setor da educação e promovendo a transparência. The work presented here falls within the scope of the master’s degree in educational administration and education Regulation, having as its theme “The role of the school Director” and as its object of study the evaluation of School Directors. The subject of Evaluation is, as a rule, approached, together with the scientific community, in the school or in the teaching area and there are rare consents to the Evaluation of the Management Bodies. Starting from a theoretical approach on key issues in the assessment of Management Bodies, it focuses on the impact that an external and internal assessment has on the organizational structure of schools and how performance assessment, in the specific case of Principals, but the remaining elements of the Management Bodies, influences the role of schools today. Thus, in the pursuit of this research work, an initial problem was outlined: how is the evaluation of school management bodies conducted? Three axes of theoretical analysis are also advocated: Leadership; School Management and its constituent bodies and Evaluation. An attempt was made to respond to the current problems still in the school community: Are the School Directors' evaluation criteria effectively applied. Does the Director's assessment meet the requirements for a fair and rigorous assessment as stipulated in the legislation? It seeks to assess, in a comparative way, the modus operandi of different schools, and the way in which it influences the Evaluation of School Management Bodies. To this end, a comparison is made of the criteria for the internal evaluation of the school Directors, but the reports of the external evaluation of the schools whose directorates are the target of this study are also analysed. It is thus possible to measure the levels of efficiency and effectiveness and understand whether the assessment conducted is fair and judicious in its application. The methodological procedures adopted were focused not only on bibliographical research representative of the topics covered throughout the investigation, but also on data collection using the interpretative paradigm, in a qualitative methodology using the semi-structured interview as an investigation technique. The study highlighted current debates around evaluation and specifically in the evaluation of school management and administration bodies, recognizing that evaluation is a sensitive topic in the school community and that most of the school body is affected by external evaluations. The study also emphasizes the importance of community involvement in a fair and transparent assessment, promoting leadership development and identifying leaders with the greatest potential. In conclusion, the study aims to identify good leadership practices that can be replicated in other schools, contributing to the dissemination of successful strategies in the education sector and promoting transparency.
