Resumo
Esta dissertação analisa a importância do Plano de Pormenor das Antas, e a sua influência no
desenvolvimento sustentável da cidade do Porto, nomeadamente na zona Este.
Inicialmente o trabalho centra-se na compreensão do conceito de desenvolvimento sustentável,
bem como na sua evolução e adaptabilidade ao planeamento urbano. Foram de seguida
analisadas propostas de bairros sustentáveis que tiveram repercussões a nível europeu, e
identificadas as principais medidas adoptadas, bem como os seus resultados e dificuldades de
implementação.
A análise do caso de estudo – Plano de Pormenor das Antas-, é feita a partir da metodologia
criada por Miguel Amado no seu livro “Planeamento Urbano Sustentável” (2009), sendo que o
enfoque é colocado no que o autor designa por “factores ambientais na concepção”. Seguindo
o raciocínio inverso ao apresentado no livro, que visa sobretudo consciencializar para um método de planeamento sustentável, tentamos verificar a presença ou ausência destes
elementos na execução da proposta. Estes factores foram agrupados por temática
(componente natural, componente social e componente urbana) e abordados tendo em conta
as condicionantes do local.
Numa fase final da dissertação é feita uma síntese á analise efectuada, tendo como contexto a base teórica e os casos exemplares estudados, que se traduz em várias considerações e
conclusões sobre o objectivo principal do trabalho.
Este trabalho visa a necessidade da abordagem dos factores de desenvolvimento sustentável no acto do planeamento territorial, e propõe-se como um contributo para um melhor planeamento urbano.
This dissertation analyses the importance of the Detailed Plan of Antas, and its influence on the sustainable development of the city of Oporto, mainly in its Eastern area. Initially the research focuses on understanding the concept of sustainable development, as well as its evolution and adaptability to urban planning. Different proposals for sustainable neighbourhoods that had an impact at a European level were analysed to identify the main actions adopted, as well as their results and difficulties in the process of implementation. The analysis of the case-study – “Plano de Pormenor das Antas” - is based on the methodology created by Miguel Amado in his book “Planeamento Urbano Sustentável” (2009) -Sustainable Urban Planning-, where the focus is what the author calls “environmental factors at the conception stage”. Following the opposite line of reasoning presented in the book, which focuses on a sustainable planning method, we tried to verify the presence or the absence of these elements in the final proposal. These factors were grouped by theme (natural component, social component and urban component) and discussed considering the constraints of the site. In the final phase of the dissertation a synthesis is developed, putting in context the theoretical basis and the cases studied, which translates into several considerations and conclusions regarding the main subject of the work. This work focuses on the need of an approach to sustainable development in territorial planning, and it intends to be a contribution for a better urban planning.
