Resumo
A Organização das Nações Unidas (ONU) tem como objetivo assegurar a
cooperação em matéria de Direito Internacional, segurança e paz mundial, progresso
social, desenvolvimento socioeconómico e cultural, sempre numa perspetiva de defesa da dignidade e dos direitos da humanidade.
Como membro das Nações Unidas, e subscritora de variados instrumentos jurídicos internacionais, a República de Moçambique tem vindo a aproveitar-se dos seus
plenos direitos para a sua assistência. É nesta conjuntura que este trabalho pretendeu
avaliar a contribuição das Nações Unidas na materialização dos direitos humanos em Moçambique, entre 1992 e 2016.
Com base na análise de planos das Nações Unidas e do Governo, e da análise de relatórios e de indicadores de avaliação das ações das Nações Unidas e do
desenvolvimento do país, a investigação permitiu verificar que a intervenção desta
organização tem sido necessária na defesa dos Direitos Humanos da população
moçambicana, embora com eficácia desigual.
A verdade é que a ação das Nações Unidas tem sido muito afetada pela
instabilidade, que se tem vindo a agravar, e pela degradação da situação global do país,
mitigando os problemas mas não conseguindo resolvê-los. Torna-se, assim,
imprescindível resolver o clima de instabilidade e de insegurança e dar tempo para replicar as experiências com sucesso, a nível nacional.
The United Nations aims to ensure cooperation on international law, security and world peace, social progress, socioeconomic and cultural development, always with a view to defending the dignity and rights of humanity. As a member of the UN, and a subscriber of various international legal instruments, the Republic of Mozambique has taken full advantage of its assistance. It is at this juncture that this work aimed to evaluate the contribution of the UN in the materialization of human rights in Mozambique from 1992 to 2016. Based on the analysis of UN and Government plans and the analysis of reports and indicators for the evaluation of UN actions and the development of the country, the investigation revealed that the intervention of this organization has been necessary in defense of the Human Rights of Mozambican population, although with unequal efficacy. The truth is that the UN action has been greatly affected by the instability that has been worsening and by the degradation of the global situation of the country, mitigating the problems but not being able to solve them. It is therefore imperative to resolve the climate of instability and insecurity and to allow time to replicate successful experiences at national level.
