Resumo
A avaliação das políticas públicas em Portugal, no âmbito da modernização e inovação
da Administração Pública tem, ao longo das últimas décadas, sofrido uma evolução
considerável, tendo um grande impulso sido dado com a entrada de Portugal na União
Europeia. A avaliação e controlo das políticas é efetuado por departamentos
especializados na Administração Pública, sendo que o controlo financeiro externo cabe
ao Tribunal de Contas.
Várias políticas públicas neste âmbito foram criadas na última década, com o intuito de
modernizar e introduzir as novas tecnologias na Administração Pública, e com efetivos
e visíveis ganhos de eficiência, eficácia e qualidade do serviço para os cidadãos e
empresas. A AMA - Agência para a Modernização Administrativa, é atualmente a
entidade responsável por gerir e coordenar estes projetos e avaliar o seu impacto.
A avaliação das políticas públicas é um passo essencial do seu processo de
implementação, já que permite aferir se os objetivos traçados foram efetivamente
atingidos, permitindo extrapolar conclusões e ajudar na definição de políticas futuras.
Permite também garantir a respetiva responsabilização dos atores políticos, sobre as
políticas por estes definidas.
The evaluation of public policies in Portugal, within the scope of the modernization and innovation of Public Administration has undergone, over the last decades, through a considerable evolution, with a significant impulse given with the entry of Portugal in the European Union. Specialized departments in the Public Administration carry out the evaluation and control of the policies, with the financial control being the responsibility of the Court of Auditors. Several public policies in this area were created in the last decade, with the aim of modernizing and introducing new technologies in Public Administration, with effective and visible gains in efficiency, effectiveness and quality of service for citizens and companies. AMA - Agency for Administrative Modernization, is currently the entity responsible for managing and coordinating these projects and evaluating their impact. The evaluation of public policies is an essential step in their implementation process, as it allows assessing whether the objectives defined have been effectively achieved, allowing the extrapolation of conclusions and helping to define future policies. It also allows the accountability of political actors, for the policies created by them
