Resumo
A cooperação assume várias modalidades, sendo uma delas direcionada para o desenvolvimento. Uma cooperação essencial para a capacitação dos países em desenvolvimento, embora, em múltiplos casos, os resultados continuem aquém dos esperados. Uma cooperação em que a China tem vindo a desafiar os doadores tradicionais e a posicionar-se como um interveniente privilegiado e que impõe o consenso de Pequim. A presente dissertação, intitulada “O Mundo Lusófono na politica de cooperação da China”, tem como principal objetivo historiar a forma como se tem desenvolvido a cooperação da Republica Popular da China com o Mundo Lusófono e inferir se essa cooperação beneficia de forma idêntica todos os intervenientes. Face ao objetivo principal, esta dissertação pretende responder as seguintes questoes de partida: • De que forma Macau desempenha um papel fundamental na cooperação entre o mundo lusófono e a República Popular da China? • Que características assume a cooperação chinesa com o Mundo Lusófono? De forma a encontrar resposta para estas questões, no primeiro capitulo e feita uma contextualização teórica, abordando-se os conceitos operacionais, designadamente as várias tipologias da cooperação. Depois, no segundo capítulo, analisa-se a evolução do relacionamento entre a China e Portugal relativamente a Macau, e a estratégia chinesa de usar Macau como instrumento de aproximação a Lusofonia. Finalmente, o terceiro capítulo estuda as varias dimensões da cooperação da China com o Mundo Lusófono. Quanto a metodologia, privilegia-se a qualitativa, através da consulta do acervo já publicado, mas também se recorre a metodologia quantitativa, assente em dados disponíveis nos Institutos Nacionais de Estatística Lusófonos e outras fontes credíveis. Cooperation takes several forms, one of which is directed towards development. Essential cooperation for the capacity building of developing countries, although in many cases the results continue to fall short of expectations. A cooperation in which China has been challenging traditional donors and positioning itself as a privileged actor and imposing the Beijing consensus. This dissertation, entitled "The Lusophone World in China's cooperation policy", has as its main objective to history how the cooperation of the People's Republic of China with the Lusophone World has developed and to infer whether this cooperation benefits all stakeholders in an identical way. Given the main objective, this dissertation aims to answer the following starting questions: • How does Macao play a key role in cooperation between the Portuguese-speaking world and the People's Republic of China? • What characteristics does Chinese cooperation with the Lusophone World assume? To find an answer to these questions, in the first chapter a theoretical contextualization is made, addressing the operational concepts, namely the various typologies of cooperation. Then, in the second chapter, the evolution of the relationship between China and Portugal in relation to Macau is analyzed, and the Chinese strategy of using Macau as an instrument of approximation to Lusophony. Finally, the third chapter studies the various dimensions of China's cooperation with the Lusophone World. As for the methodology, the qualitative is privileged, through the consultation of the already published collection, but also the quantitative methodology is used, based on data available in the National Lusophone Statistical Institutes and other credible sources.
