Contributo para a definição da estrutura organizacional da Proteção Civil em Portugal

Vivemos num mundo em constante transformação, onde emergem a cada dia novos
riscos, tornando-se imperioso criar mecanismos nos sistemas de proteção civil de cada nação
que reforcem o sentimento de segurança dos cidadãos, pelo que a Proteção Civil é hoje uma
preocupação de todos os países e organizações internacionais relevantes. Portugal não é
exceção e o impacto dos trágicos e fatídicos incêndios de 2017 alterou substancialmente a
consciência da sociedade para a importância que deve ser dada à proteção civil.
Assente no estudo e enquadramento legal dos sistemas de proteção civil da Suécia, do
Canadá, da Província do Ontário, bem como do sistema português e da sua evolução recente,
apoiando-se numa análise SWOT onde foram identificados pontos fortes e pontos fracos,
bem como oportunidades e constrangimentos, esta dissertação, no âmbito do Mestrado em
Proteção Civil, tem como objetivo dar contributos e apresentar propostas que possam de
alguma forma contribuir para a melhoria da organização da estrutura do sistema de proteção
civil português no nível nacional, regional e sub-regional.
Conscientes que a área da proteção civil é uma área imensa, após esta dissertação, ficounos
a ideia que, não obstante o sistema de proteção civil português ter forçosamente que
evoluir no sentido de se adaptar aos novos tempos, a organização da sua estrutura já se
encontra num estado evoluído e consolidado, sendo que porventura será nos pequenos
ajustamentos que se encontra o potencial da sua melhoria, mais que numa revolução que
tudo altere.
Fica patente a importância que futuros estudos de ordem semelhante ou complementares
a este certamente terão no elencar de contributos e propostas de melhoria para esta área de
estudo e para muitas das outras áreas de abrangência da proteção civil.
We live in a constantly changing world, where new risks emerge every day, and it is imperative to create mechanisms in each nation's civil protection systems that reinforce citizens sense of security, and civil protection is currently a concern for all nations and relevant international organizations. Portugal is no exception and the impact of the tragic and fatal fires of 2017 has substantially changed society's awareness of the importance to be given to civil protection. Based on the study and legal framework of the civil protection systems of Sweden, Canada, the Province of Ontario as well as the Portuguese system and its recent evolution, based on a SWOT analysis where strengths and weaknesses were identified, as well as opportunities and threats, this dissertation, within the scope of the Master's Degree in Civil Protection, aims to make contributions and present proposals that may contribute in some way to improving the organization of the structure of the Portuguese civil protection system at the national, regional and sub-regional levels. Aware that the area of civil protection is an immense area, after this dissertation, we had the idea that, despite the Portuguese civil protection system must necessarily evolve in order to adapt to the new times, the organization of its structure is already in an evolved and consolidated state, and it is perhaps in the small adjustments that the potential for its improvement is found, rather than in a revolution that alters everything. It is evident the importance that future studies, similar or complementary to this, will certainly have in the list of contributions and proposals for improvement for this area of study and for many of the other areas of civil protection coverage.
