Os sistemas eleitorais e a sua relação com as assimetrias

Abstract

Com esta dissertação pretendeu-se promover uma reflexão sobre o modo como o sistema eleitoral nas eleições legislativas em Portugal, pode potenciar a existência de assimetrias regionais e ao mesmo tempo reflectir sobre o próprio sistema em si e eventuais alternativas. Para isso foi feito um enquadramento teórico sobre sistemas eleitorais e políticos e sobre os modelos de representação, analisaram-se alguns resultados eleitorais e ainda outros sistemas eleitorais bem como a abordagem feita por outros autores nestas matérias. De forma não exaustiva investigou-se o Sistema Eleitoral nos Estados Unidos da América, na União Europeia e em Portugal. Da mesma forma se analisou, do ponto de vista teórico, o conceito de representação, de sistema eleitoral e de sistema político. Concluiu-se que a lei eleitoral pode ser uma ferramenta fundamental no combate às assimetrias regionais e, naturalmente, à aproximação entre representantes e representados.

With this dissertation we intended to promote reflection on the way in which the electoral system in legislative elections in Portugal can enhance the existence of regional asymmetries and at the same time reflect on the system itself and possible alternatives. To this end, a theoretical framework was created on electoral and political systems and representation models, some electoral results and other electoral systems were analyzed, as well as the approach taken by other authors in these matters. In a non-exhaustive way, the Electoral System was investigated in the United States of America, the European Union and Portugal. In the same way, the concept of representation, electoral system and political system was analyzed from a theoretical point of view. It was concluded that electoral law can be a fundamental tool in combating regional asymmetries and, naturally, bringing together representatives and those represented.
