Participação política, media digitais e mudanças sociais : a comunicação na perspectiva do cidadão jovem

Na presente tese de Doutoramento analisam-se as dinâmicas participativas de jovens
brasileiros, utilizadores do programa U-Report, como um caso de estudo exploratório, com
o objetivo de pensar sobre a Comunicação para o Desenvolvimento e Mudança Social
(CpDMS) na perspectiva do cidadão jovem, no Brasil, e em contextos similares.
Metodologicamente, destacam-se os métodos qualitativos, recorrendo a entrevistas
presenciais realizadas a um grupo de 13 jovens – composto por sete indivíduos masculinos
e seis femininos –, com idades entre os 16 e os 22 anos, dos estados de São Paulo (11
indivíduos) e da Bahia (dois indivíduos). O método analítico está baseado na análise temática
e discursiva.
Dos resultados, no que diz respeito ao que é participação política para os jovens e as suas
formas, esta engloba três vertentes: i) o exercício da voz; ii) o facto de serem levados em
conta pelas instâncias do poder; e iii) o ato de se consciencializarem, a si e aos outros. É
neste sentido que a internet se revela também uma mais valia para que os jovens
protagonizem e autovalorizem os ativismos do dia-a-dia. Contudo, a internet não é condição
essencial para a participação política e não muda nada sozinha, da mesma forma que não os
aproxima dos seus representantes. Percebeu-se ainda o desafio das instituições em
comunicar com jovens, e que a CpDMS feita institucionalmente tem dificuldade na
articulação com o quotidiano dos jovens, em captar suas atenções ou em perceber as suas
visões e mentalidades. O aspecto híbrido nas formas de participação eleitas pelos jovens
converge com as características das mobilizações sociais, no advocacy e nas literacias
críticas. São sobretudo estas vertentes que sugerem caminhos para se refletir a CpDMS na
perspectiva do cidadão jovem, tomando-o como ponto de partida e de chegada, ao se
considerar o problema de partida como parte das contribuições deste trabalho.
This PhD thesis aims at analysing the participation dynamics of young Brazilians, who use the U-Report platform, as an exploratory case study, with the purpose to reflect on the Communication for Development and Social Change (CfDSC), from the perspective of young citizens, in Brazil, and in similar contexts. As far as methodology is concerned, qualitative analysis was privileged, using face-toface interviews with 13 young adults – seven male and six female – aged between 16 and 22, from São Paulo (11 individuals) and from Bahia (two individuals). Methodology was based on thematic and discourse analysis. What can be inferred from the results is the fact that for young people political participation includes three aspects: i) the exercise of their voice; ii) to be taken into account by the authorities; and iii) the act of becoming aware, of themselves and the others. This is why the internet is also an added value when it comes to playing the lead and self-valuing their everyday life’s activism. However, the internet is not a prerequisite for political participation and does not change anything on its own, just as it does not bring young people any closer to their representatives. On the other hand, we also became aware of the challenge posed to institutions regarding communication with young adults, and also of the fact that CfDSC, when done institutionally, has difficulty in articulating with their daily lives, grabbing their attention or understanding their vision and way of thinking. The hybrid aspect of the ways they choose to participate converges to social mobilisations, advocacy and critical literacies. These are precisely the aspects that suggest paths of reflection on CfDSC from the perspective of young citizens, taking them as a point of departure and arrival, by considering the starting problem as part of the contributions of this work.
