One of the ways to make open public spaces more attractive and inclusive in modern times full of busyness is through the use of innovative digital technologies. Mobile and Internet-based interventions into public spaces deploy a number of strategies – from gathering data through GIS, syntax mapping to using digital tools to collect ideas and opinions of stakeholders. Digitization may often lead to bottom-up initiatives where the citizens and other stakeholders voluntarily employ their talent and resources to enhance the quality of life and solve problems of urbanized societies. This chapter presents methodological Digital Co-Creation Assessment Framework which considers a variety of aspects in the transformation of open spaces to co-creative systems: socio-cultural contexts, multi-stakeholder perspective, diversity in needs, incentives for participation of different groups and cooperation capabilities. The framework provides a useful approach to explore initiatives of digital co-creation as it allows to identify potential areas of improvement and to compare case studies on common indicators. However, definition of complex socio-technical systems, such as digital co-creation, is unavoidably partial, contextspecific and temporary. To test the applicability of the evaluation tool, the authors have chosen to analyse the transformation of Aukštamiestis district in Vilnius from a private space to a public place by conducting a case study analysis. The e-book shows how it's possible to increase the quality of public open spaces (squares, parks, green spaces) as a community’s service, reflecting through ICT the needs of different social groups. Public spaces are critical for cultural identity, as they offer the place for interactions among generations and ethnicities. Even in the digital era, people still need contact with nature and other people to develop different life skills, values and attitudes, to be healthy, satisfied and environmentally responsible. Using ICT and co-creating with users, this e-book expands our knowledge on meeting emerging citizens’ needs about the future public space. All the contents are classified by means of keywords that are described on the following pages. Then the work of each partner is presented in detail.Item Categorisation of digital tools for co-creation of public open spaces. Key aspects and possibilities(Edições Universitárias Lusófonas, 2020) Erjavec, Ina Šuklje; Žlender, VitaInformation and communication technologies (ICT) have the potential to contribute to the quality and attractiveness of public open spaces and to promote their inclusiveness through a co-creating approach, when ICT tools are used with consideration. There are many different digital tools available and all the time new ones are being developed. However, there is no scholarly consensus on which types of ICT tools are best to use in a specific stage of the co-creation process to effectively support the spatial planning process. This chapter explores the literature and discusses technological and spatial quality as well as user-related aspects of different types of digital tools. Our objective is to define the basis to better understand the different potential of digital tools to meet the needs of people and be useful for all the parties involved in the co-creation process with the focus on planning and development aspects of the quality of public open places. The chapter addresses the challenges faced by urban planners and designers when they wish to integrateICT into the process of planning and design and the complexity of the User – ICT – POS interlink. It also explains stating points for a categorization of digital tools for co-creation. Finally, it proposes a framework for classification of digital tools for co-creation. It also takes up the challenge of identifying the criteria for the assessment of existing ICT tools, their features, added values, suitability and usefulness at a particular stage of the public open space co-creation and development process, as well as paving the way for further analyses of their advantages and disadvantages in comparison to analogue tools.Item Cem Soldos, BONS SONS: quando uma aldeia em manifesto se transforma em festival(CICS.NOVA - Centro Interdisciplinar de Ciências Sociais, 2020) Costa, Henrique Chaves; Ferreira, Ana Inês Aires Mesquita VieiraEste festival destaca-se pelas suas práticas pró-ambientais em termos de alimentação, nomeadamente ao nível de oferta (refeições vegetarianas; alimentos Km0 — estratégia de produção local, justa, que respeita a diversidade genética e a qualidade dos produtos agroalimentares, procurando que as actividades de transformação e venda ao consumidor final sejam realizadas num raio de 50 km do seu local de origem), utensílios (pratos e talheres biodegradáveis, copos reutilizáveis) e compostagem (cozinhas e wc seca — recolha de palha para compostores e serradura para wc seca junto de produtores locais, a quem se devolvem os resíduos orgânicos alimentares), enquadradas numa visão ampla de sensibilização ambiental (vídeos temáticos, porta-beatas, redutores de caudal de água, reutilização de materiais, para além de todas as actividades formativas/participativas durante o ano na aldeia).Item Da habitação ao prato – Minga, uma cooperativa integral(CICS.NOVA - Centro Interdisciplinar de Ciências Sociais, 2020) Costa, Henrique Chaves; Ferreira, Ana Inês Aires Mesquita VieiraEnquanto cooperativa multisectorial, a Minga estrutura-se em quatro ramos cooperativos e respectivas secções: serviços (apoio em ferramentas de faturação, contabilidade, contratos de trabalho, certificação participada agroecológica); habitação e construção (promoção da [auto]construção ecológica, acesso à habitação [custo, qualidade], intervenção sociopolítica); comercialização (economia circular); e agricultura (produção agro-alimentar/florestal comercializável de pequenos agricultores locais com práticas ecológicas). Privilegia-se a cooperação com entidades públicas, potenciando colectivamente estruturas licenciadas e certificadas através da cooperativa.Item The design of co-participation processes in public spaces in São Paulo as university extension project: The revitalization process of Dom Orione and Major Freire Squares(Edições Universitárias Lusófonas, 2020) Sanches, Débora; Ortiz, Sérgio Ricardo LessaThis work discusses the revitalisation process of Dom Orione Square and Major Freire Square, developed in a university extension project by architecture and urban planning students of Centro Universitário Belas Artes in São Paulo. The Dom Orione project was conducted jointly with Association Novolhar, which provides social inclusion to children and teenagers in need living near the square. Even without a proper playground, the square is used by children all through the week. At weekends a flea market takes place, with local vendors using improvised tents for selling antiquities. To better understand the children’s expectations, the students organised a design and sculpture workshop in which children could express, the changes they wanted in the square in a playful manner. Through the drawings and clay sculptures, the students were able to create a project that met the needs of the local population. In the Major Freire Square, the project was developed in partnership with the NGO "EU RESOLVO", taking also into account the needs of local residents. Due to its proximity to the São Judas subway station, Major Freire Square has a great potential for recreation activities. The students organised meetings with the local population to discuss their needs in order to create a project suited to the locals. It is believed that participatory processes are fundamental for the training of architects and urban planners sensitive to the real-life issues of the city. Consequently, the appropriation of public spaces by the population in general and by children and adolescents in particular, will be better understood and taken into account. In this way, discussing methodologies and development alternatives by participatory projects contributes to future public policies and to the development of responsive public spaces.Item A Diversidade Cultural e a Economia Criativa nas cidades educadoras(2017) Leite, Pedro PereiraA relação entre a cultura e a economia tem constituído um campo fértil de discussão na academia e na sociedade. Deixem-me refletir brevemente sobre três factos: O lugar da cultura, o Desenvolvimento Sustentável e a Oportunidade Urbana. A última Convenção da Unesco, aprovada em 2005, com o titulo “Convenção para a Promoção e Proteção da Diversidade das Expressões Culturais” estabelece no seu artigo 13º a necessidade da “integração da cultura nas suas políticas de desenvolvimento sustentável”. Contudo, em 2015, a Assembleia das Nações Unidas, aprova a nova Agenda dos “Objetivos de Desenvolvimento Sustentável” (ODS), apoiada nos três pilares da economia, sociedade e ambiente. O lugar da cultura, por muitos defendido como o quarto pilar do Desenvolvimento Sustentável, ficou menorizado. Por outro lado, todos sabemos que o futuro da humanidade passa em grande medida pelas cidades. As aglomerações urbanas não só tem crescido exponencialmente, em número e em densidade, como se prevê, que num horizonte de 30 anos venham a albergar cerca de 60 % da população mundial. Estamos perante uma oportunidade e um imperativo de repensarmos as ações e as políticas urbanas. A cidade é um lugar de cultura e certamente não existiram cidades sustentáveis sem uma cultura ativa. Esta intervenção tem como objetivo refletir sobre como a partir das cidades o setor das atividades criativas ligadas à cultura pode contribuir para os Objetivos de Desenvolvimento Sustentável. Paulo Freire, movimentos sociais e a reforma educativa, de Carlos Alberto Torres, Maria del Pilar O’Cadiz e Pia Lindquist Wong, tem uma história. Seguindo uma boa prática existente na Universidade Lusófona de Humanidades e Tecnologias, de Lisboa, a nóvel área das Ciências de Educação decidiu proceder a organização periódica de um colóquio científico que permitisse aos seus estudantes, docentes e investigadores o contacto com os trabalhos e as interrogações de investigadores e académicos de outras universidades, portuguesas e estrangeiras, sob uma temática específica. Para o primeiro Colóquio, realizado em Março de 2000, decidiu-se associar os nomes e a obra de dois dos maiores pedagogos da língua portuguesa, Paulo Freire e Rui Grácio, para uma reflexão sobre os caminhos da educação e sobre a possibilidade de uma acção emancipatória no campo educativo.Item The effect of public places on community resilience. A case study of the role of social and digital tools in the City of Volos (Greece)(Edições Universitárias Lusófonas, 2020) Ruchinskaya, Tatiana; Lalenis, KonstantinosCommunity resilience provides capacity to speed up recovery from disruptions, minimizes the impact of crises and helps to plan and adapt to long-term urban challenges. Public places are vital structural elements of the urban environment and they are considered useful tools for community resilience if they have physical and social capacities, with inclusiveness as their conceptual basis. This chapter investigates the main resources and activities of community resilience related to urban public places, and explores whether public places are useful tools for risk mitigation, emergency response, recovery and adaptation. A case study in the Greek city of Volos is conducted. The study explores the existing institutional framework and community building for disaster management, it surveys public spaces in Volos, and explores their role in disaster prevention. Furthermore, the case study investigates social risk mitigation practices in public spaces, identifies challenges associated with community resilience and discusses strengths and weaknesses of using digital tools to overcome these challenges. Co-creation is discussed as an innovative opportunity for learning and (re)thinking urban planning. Exploring ideas, literature and experiences (from the European Project C3Places), the chapter discusses the role of co-creation for involving citizens in placemaking. This reflection addresses co-creation as a collective, contextual and engaged process of learning. From this perspective, co-creation is discussed as an open process of learning about predictable ideas in the relationship between socio-spatial imaginary, requirements, needs and urban design procedures from a transformative perspective.Item Healing or fleeing?: Reflecting on international protection and health challenges from three refugee pathways(Pacini Editore, 2018) Ferreira, Ana Inês Aires Mesquita VieiraThe situation of contemporary refugees can be reflected as paradigmatic of the international efforts and challenges to provide universal access to human rights, namely the right to health. Yet, refugees’ experiences might denote meanings of health services that do not correspond to places where health care is provided. After acknowledging the protection principles of international asylum systems, three critical events are considered, as narrated by refugees while reflecting on their pathways from Ethiopia to Italy, passing through Libya, both before and after the completion of the asylum request procedure. These events, contextualized in health services’ settings, allow us to reflect on: health services as safer spaces and least regulated than detention facilities, and health care as a relatively important issue in contexts where freedom and survival are threatened; and health services as spaces of restricted healthcare and assistance in situations of limited freedom, such as in the EU refugee context of limited rights of mobility. This paper follows a human/health ecology approach, proposing a critical and intersected reading of protection and health issues, and suggests that efforts to recognize refugees’ right to health demands changes in the overall asylum system.Item Humanismo e desafios de cidadania(Edições Universitárias Lusófonas, 2023) Serrão, Jacinto; Gonçalves, Maria Neves L.; José, Gregório Viegas Brás; Bracons, Hélia; Cabral, ArlindaA presente publicação resulta de uma seleção de temas abordados no II Congresso Internacional “Humanismo, Direitos Humanos e Cidadania” 2 pelos ora dores que manifestaram interesse e se comprometeram em contribuir para a “memória escrita”, através da elaboração de um capítulo do livro. Trata-se de um diálogo académico e científico reflexivo, alicerçado na partilha de práticas baseadas na experiência e respetivos contextos. Um diálogo mais do que nunca atual, que precisamos de continuar a trabalhar e a exercer vigilância crítica. A cidadania não se esgota, nem se dirige apenas a uma parte da sociedade. Ganha sentido global se aplicarmos o princípio fundamental da ética utilitarista: a ação é moralmente boa quando faz crescer a quantidade global de felicidade, de bem-estar. O bem, que é o humanismo e a cidadania, tem uma dimensão inevitavelmente coletiva, comunitária. Isto para dizer que apesar deste livro resultar de um congresso académico, é um diálogo que abraça todos, estende-se pela vida de todos. Um diálogo que queremos continuar a praticar e a desenvolver. Perceber os conceitos de humanismo, de direitos humanos e de cidadania é compreender um dos maiores desafios da humanidade, sem os quais ideologias, políticas, organizações, comunidades e nações perdem significado nas nossas vidas individuais e coletivas. Apreender os princípios e valores subjacentes a estes conceitos é um desafio de todos e de cada um. Através da reflexão crítica, característica deste nosso meio académico, pretende- se, como uma das responsabilidades deste(s) Congresso(s) que se realiza bienalmente, identificar conjuntamente formas de participar nos esforços de análise contínua sobre o alcance dos fins e princípios da Declaração Universal dos Direitos Humanos. Pretende-se identificar e analisar os esforços para alcançar os compromissos à escala global para melhorar a vida no planeta e a condição humana. Por exemplo, os compromissos dos Objetivos de Desenvolvimento Sustentável da Agenda 2030 das Nações Unidas, como resposta às assimetrias sociais e de desenvolvimento, às crescentes ameaças à paz, à segurança e às alterações climáticas. A concretização de um evento desta natureza deve-se ao trabalho colaborativo e cooperativo de muitas pessoas. Friedrich Ebert Foundation, ICS’s Urban Transitions Hub and Transparent International in Portugal), this text is aimed to summarise some ideas regarding the pathways from this pandemic crisis towards the future, namely from Amedeo Ciaccheri (8th District at Rome), Elena Tarifa (Barcelona en Comú), Rogério Roque Amaro (ISCTE-IUL) and Bárbara Ferreira (ISEG-UL), in dialogue with the organizers and participants of this event. Acting at the initial phase of the emergency(European Sociological Association - Research Network on Southern European Societies, 2020-08-03) Ferreira, Ana Inês Aires Mesquita VieiraSpotting from different contexts in Southern Europe, it is clear that we are “not all in the same boat” in the present pandemic context. Beyond the COVID-19 epidemiological crisis and its influence in physical and mental health, we observe the loss of jobs, its impact mainly in lower income classes, heightening gender roles inequity, the added risk and closure of confined contexts (particularly elder homes, prisons and refugee camps), the aggravation of physical isolation with territorial dispersion and social inequalities at the local scale. This situation hit Southern European cities like Lisbon, Barcelona and Rome, which were at the centre of the first international edition of “Café com Luta” — Local powers and the pandemic in Southern Europe, held on the 28th May 2020 and organized by the Friedrich Ebert Foundation with the support of ICS’s Urban Transitions Hub and the association Transparent International in Portugal. The “Café com Luta” [Coffee with Fight] events aim to focus on how to reclaim the cities and highlight the role of social movements in these fights, parting from the Lisbon Metropolitan Area. This edition of the debate was fully held in the digital sphere and broadcasted live in social media, counting with the participation of Amedeo Ciaccheri, president of the 8th District at Rome; Elena Tarifa, from Barcelona’s local administration, coordinator of the International Commission at Barcelona en Comú; Rogério Roque Amaro (ISCTE-IUL) and Bárbara Ferreira (ISEG-UL) from the Portuguese academia, engaged in Community Groups action-research in Lisbon. With diverse levels of action and analysis from each of the speakers — city administration in Barcelona, district administration in Rome, and informal neighbourhood/ community groups in Lisbon –, different issues arose regarding the challenges and responses to the 2020 pandemic crisis. Part 1: Social services and emergency aid; Supporting community self-organization; Collaboration and local actionItem Inovar de forma colaborativa e participativa através da bicicleta: o projeto ‘Pedalada’ em Marvila, Lisboa(UA Editora, 2021) Costa, Henrique Chaves; Ferreira, Ana Inês Aires Mesquita Vieira; Consórcio PedaladaO projeto “Pedalada” (BIP/ZIP, 2020) surge da iniciativa conjunta de diversas entidades que propõem uma abordagem colaborativa e participativa ao diagnóstico e à intervenção — através da promoção e dinamização da bicicleta — no território de Marvila, marcado pela sua descontinuidade face ao município de Lisboa, nomeadamente em termos de desigualdades socioeconómicas, oferta de serviços e transportes, qualificação do espaço público e infraestrutura para a mobilidade ativa. Neste artigo introdutório apresentamos o projeto (em fase de arranque) e o seu enquadramento, ancorados em análise documental e estatística para a caracterização do território e procurando refletir sobre o trabalho potencial do consórcio local, particularmente na reinvenção do trabalho participativo em fase pandémica.
